Job Overview:
The position of Administrative Assistant (GS6) is part of the Polio Eradication Program (PEP) in the Democratic Republic of the Congo. This role is crucial for providing administrative, financial, and human resources support necessary for the effective implementation of the Polio Program. The incumbent will ensure the smooth functioning of administrative processes and compliance with financial operations in the designated area. The position is not currently vacant but aims to establish a roster of qualified candidates who can be mobilized as needs arise. Candidates are encouraged to specify their preferred cities or provinces in the Democratic Republic of the Congo in their application. The role requires a proactive approach to support various operational needs of the organization, ensuring that all activities align with WHO's standards and procedures.

Duties and Responsibilities:
The Administrative Assistant will be responsible for a wide range of tasks, including but not limited to: providing necessary administrative and financial support for daily operations; processing approved payments for activities in accordance with organizational procedures; ensuring compliance with financial procedures regarding cash withdrawals, receipts, and fund transfers; conducting cash counts in line with established procedures; assisting in the preparation of activity budgets for vaccination campaigns and workshops; monitoring expenditures against project budgets and allocations; ensuring proper accounting and justification of travel costs and procurement of goods and services; maintaining adequate control over payment documentation and financial reports; compiling financial returns for the health office; facilitating the follow-up of direct financing company (DFC) declarations; managing the liquidation of DFC and DI within deadlines; processing financial transactions and following up on liquidations; organizing and filing support documents for disbursements made through direct implementation orders (DI); drafting financial correspondence as needed; and performing other related tasks as required by the supervisor to ensure the smooth operation of the organization's activities.

Required Qualifications:
Candidates must possess essential qualifications including a secondary school diploma, technical or commercial training in accounting, finance, or management. Desirable qualifications include a university degree or equivalent technical/commercial training with a specialization in accounting, budgeting, finance, business management, economics, or human resources management. Essential skills include the ability to plan, organize, coordinate, and implement contributions from multiple sources; clear and concise communication skills; proficiency in producing analytical financial reports using appropriate software; and the ability to interpret financial rules and regulations while maintaining good working relationships with diverse individuals. Candidates should also demonstrate integrity, the ability to work under pressure, and proficiency in standard office software, particularly Microsoft Office applications.

Educational Background:
The educational background required for this position includes a secondary school diploma as a minimum requirement. A higher education degree or equivalent technical/commercial training with a focus on accounting, budgeting, finance, business management, economics, or human resources management is desirable. Candidates must provide proof of their educational qualifications, which should be from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have a minimum of 8 years of experience in a responsible position related to finance, budgeting, human resources management, or accounting. Desirable experience includes 3 to 5 years within a United Nations institution or an international or multinational organization, which would be considered an asset for this role.

Languages:
The essential language requirement for this position is excellent proficiency in French, both oral and written. Intermediate proficiency in English is desirable, and knowledge of local languages in the Democratic Republic of the Congo is also beneficial.
