Job Overview:
The Chargé d’administration will coordinate the provision of responsive, efficient, and effective administrative services in support of the mission of Catholic Relief Services (CRS) to serve poor and vulnerable people. This role is crucial in ensuring that the management of resources and the delivery of quality services are integrated into administrative systems, policies, and procedures. The position is based in Goma, where the Chargé d’administration will be responsible for aligning administrative processes with agency standards and donor regulations, ensuring compliance with local laws, and maintaining effective communication with relevant external stakeholders. The role also involves coordinating the use of office resources and ensuring a safe working environment, as well as supporting travel logistics for employees and visitors.

Duties and Responsibilities:
The Chargé d’administration will have a variety of key responsibilities including coordinating and writing reports on activities and resources necessary for the provision of quality administrative support services. This includes ensuring that administrative systems, processes, and policies are aligned with agency standards and donor regulations. The individual will engage with external stakeholders such as government officials and service providers to manage administrative issues and ensure that necessary permits and documentation are current. Required Qualifications:

Candidates should have a minimum of 3 to 5 years of professional experience in administrative support roles with increasing responsibilities. Proficiency in MS Office software (Excel, Word, PowerPoint, Visio) and information management systems is essential. Experience with local or international NGOs is a plus, and additional training may substitute for some experience.

Educational Background:
A secondary school diploma is mandatory, while a bachelor's degree in business administration or a relevant field is preferred. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to perform the administrative functions effectively.

Experience:
Candidates should have a minimum of 3 to 5 years of professional experience in administrative support roles. This experience should demonstrate increasing responsibilities and competencies in managing administrative tasks, ensuring compliance with regulations, and effectively coordinating resources and services.

Languages:
Fluency in French (both written and spoken) is required, along with proficiency in local languages. Knowledge of English is considered an asset, enhancing communication capabilities within the organization and with external stakeholders.

The position is not supervisory in nature, and the Chargé d’administration will work closely with various internal teams including Operations Managers, Program Managers, project teams, and all staff. Externally, the role involves collaboration with Caritas, other NGOs, and state services. The successful candidate must be prepared to travel up to 25% of the time.
