The office implements projects like the EmPower project, which aims to ensure that climate action in the Asia-Pacific region responds to gender equality and human rights, and the PROTECT project, which focuses on protecting the rights of women and children in the context of labor migration.

Job Overview:
The National Consultant will play a crucial role in supporting the implementation of the PROTECT and EmPower projects, which aim to address gender inequality and empower women in Cambodia. The consultant will work closely with UN Women’s program team and international consultants to facilitate community dialogues, engage with women’s groups, and support the participatory photography initiatives. The role involves coaching and mentoring women on leadership and advocacy skills, as well as developing an adapted version of the Youth Leadership Academy for young men. The consultant will also be responsible for organizing events, workshops, and trainings, ensuring that they are inclusive and effectively executed. This position requires a strong understanding of gender issues, participatory approaches, and the ability to engage with diverse stakeholders to promote gender equality and women's empowerment.

Duties and Responsibilities:
  • Provide technical support for the implementation of the PROTECT 7000-Photo Project, Youth Leadership Academy (YLA) programs, and EmPower participatory photography initiatives, applying multidisciplinary approaches grounded in participatory and feminist principles.
  • Coordinate and facilitate the implementation of the PROTECT 7000-Photo Project and Photography project, focusing on capacity building, monitoring, and coaching support to peer networks, steering groups, and youth groups.
  • Collaborate with the international consultant to develop event concept notes ensuring inclusive input from project participants.
  • Organize and facilitate online and face-to-face workshops for image/photo analysis and further use of the images/photos and stories.
  • Provide technical support to coordinate and facilitate the YLA program with young men groups.
  • Suggest recommendations for modifying and finalizing new cohort activities for the YLA program.
  • Maintain communication with project participants to apply action learning, including mentoring/coaching on proposed actions and stories of change.
  • Provide technical and administrative support in organizing program events, workshops, and trainings, ensuring successful execution and participant engagement.
  • Draft reports on event results and participant engagement, and assist in administrative and operational processes related to the projects.

Required Qualifications:
  • Master’s degree in business, social sciences, international relations, media, art, gender, or related fields is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • Minimum of 1 year of progressively responsible experience in media, particularly using photography to advocate for women's rights and gender equality.
  • Basic understanding of women’s rights, gender issues, climate change, and environmental problems.
  • Experience in engaging youth and community women to co-design project activities using participatory and feminist approaches.
  • Experience in coordinating and mobilizing participants, especially community women, for events and workshops.
  • Proficiency in using computers and standard software packages (e.g., Microsoft Office) and managing photography/documents in shared online programs (e.g., Google Drive, Dropbox).

Educational Background:
A Master’s degree in business, social sciences, international relations, media, art, gender, or related fields is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of secondary education is also noted as a minimum requirement.

Experience:
The position requires a minimum of 1 year of progressively responsible experience in media, particularly in using photography to advocate for women's rights and gender equality. Candidates should have a sound understanding of women's rights, gender issues, climate change, and environmental problems. Experience in engaging youth and community women in project activities using participatory and feminist approaches is essential, along with experience in coordinating and mobilizing participants for events and workshops.

Languages:
Proficiency in English and Khmer is mandatory, both oral and written. This bilingual requirement is crucial for effective communication and engagement with local communities and stakeholders.

  • The consultant is expected to undertake a maximum of 10 trips across Cambodia. UN Women will cover accommodation and travel expenses incurred during the assignment. The consultant will be engaged under a retainer contract, which allows for direct engagement based on need and availability. Payment will be made monthly, 10 days after the submission of a monthly claim, based on the number of days worked. The consultant will also engage with government officials, donors, civil society, and programmatic partners as needed.
