Job Overview: The position of Asociado de Presupuesto y Programación is crucial within the Budget and Programming Unit of WFP. The primary function of this role is to assist the Budget Officer in monitoring funds and conducting budgetary exercises within the framework of the Country Strategic Programme. The incumbent will be responsible for ensuring that financial resources are allocated efficiently and effectively to meet the operational needs of WFP in Colombia. This role requires a strong analytical mindset to assess financial data and operational performance, contributing to the overall success of WFP's mission in addressing food insecurity and malnutrition among vulnerable populations. The position also involves collaboration with various stakeholders, including local authorities and community organizations, to enhance the impact of WFP's programs. The successful candidate will play a key role in supporting the implementation of strategic plans that align with the Sustainable Development Goals (SDGs), particularly SDG 2 (Zero Hunger) and SDG 17 (Partnerships for the Goals).
Duties and Responsibilities:
Provide support in programming and monitoring funds using corporate tools such as the SAP integrated system (WINGS) and the BPO Console Landing Page.
Analyze data to facilitate the operational execution of the country strategic programme, identifying critical success factors that may affect field operations.
Apply budgetary and financial procedures to ensure compliance with WFP policies, rules, and regulations.
Compile monthly information at the accounting close for the preparation of the Pipeline report, identifying funding deficits or surpluses and controlling execution.
Assist the Budget Officer in developing annual implementation plans and preparing budgets for the strategic plans of the country office, including subsequent revisions.
Contribute to the preparation of reports and analyses, including graphical representations, to respond to requests from various WFP areas and field offices.
Provide technical support in preparing operational and strategic committees for WFP to facilitate information review and management decision-making.
Collaborate closely with the Supply Chain Unit in the procurement processes of food and non-food items (NFI).
Execute fund sub-allocations in the system according to the approved quarterly expenditure plans in RMC (push down). 1
Perform other required activities as needed.
Required Qualifications: Minimum required qualifications include the completion of secondary education. A university degree in economics, business administration, finance, industrial engineering, or related fields is desirable. Candidates should possess a strong understanding of budgetary processes and financial management, particularly in the context of humanitarian organizations. Proficiency in computer use and the Microsoft Office suite (Word, Excel, PowerPoint) is essential, with advanced knowledge of spreadsheets, pivot tables, and report generation. Familiarity with database management and WFP's standard software packages is also desirable. Knowledge of the United Nations financial policies, rules, and regulations is an advantage, as is experience with SAP information systems.
Educational Background: Candidates must have completed secondary education, with a preference for those holding a university degree in relevant fields such as economics, finance, or business administration. This educational background is critical for understanding the complexities of budget management and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis within the humanitarian context.
Experience: A minimum of six (6) years of progressively responsible experience in administrative and/or budgetary work is required, including at least three (3) years of experience in monitoring financial information for projects and/or programs, as well as following up on operational plans. Experience in humanitarian organizations is preferred, as it provides valuable insights into the unique challenges faced in this sector. Candidates should demonstrate a strong ability to analyze financial data and contribute to effective decision-making processes.
Languages: Fluency in Spanish is mandatory, while knowledge of English is desirable. Proficiency in both languages will enhance communication and collaboration within the diverse WFP team and with external partners.
Additional Notes: The position is offered as a Service Contract for a duration of six months, with the possibility of extension based on performance and available funding.
