Job Overview: The Advocacy and Communication Adviser - ProLAC will play a pivotal role in leading the design and implementation of the ProLAC advocacy and communication strategy. This position is part of the regional ProLAC Initiative team, which is a collaborative effort between the Norwegian Refugee Council (NRC) and the Danish Refugee Council (DRC). The Adviser will be responsible for developing an advocacy strategy and work plan in close coordination with ProLAC partners and the technical committee. The role requires the Adviser to create advocacy and communication products based on thorough analysis and data from ProLAC, ensuring that advocacy priorities are evidence-based. Additionally, the Adviser will support ProLAC partners in developing their advocacy and communication materials and initiatives at the country level, thereby enhancing the overall impact of the ProLAC initiative.
Duties and Responsibilities: The primary duties and responsibilities of the Advocacy and Communication Adviser include:
Collaborating with partners to develop, coordinate, and implement ProLAC’s regional advocacy and communication strategy and work plan.
Conducting stakeholder and power analysis to identify entry points and opportunities for influence at national, regional, and global levels.
Analyzing protection patterns and trends from ProLAC data to shape strategic advocacy messaging that translates evidence into actionable initiatives for positive change.
Utilizing ProLAC data to influence policy discussions on protection needs and risks in Latin America and the Caribbean.
Drafting advocacy reports, briefing notes, talking points, op-eds, and other communication products targeted at governments, UN bodies, and media outlets.
Providing policy briefings and analysis to the ProLAC Steering Committee to ensure coherent advocacy positions are maintained.
Required Qualifications: Candidates must possess an advanced degree in law, political science, human rights, international relations, forced migration, refugee studies, or a related field. Additionally, a minimum of 5 years of experience in advocacy, policy, or humanitarian/human rights work is required, with at least two years of experience specifically in Latin America and the Caribbean. Candidates should demonstrate experience in using research, data, and analysis to inform advocacy strategies and policy engagement. Proven ability to develop and implement evidence-based advocacy strategies is essential, along with the capability to liaise with a diverse range of stakeholders in complex political environments. A solid understanding of global protection standards and principles, as well as regional refugee and displacement frameworks, is crucial.
Educational Background: The position requires an advanced degree in a relevant field such as law, political science, human rights, international relations, forced migration, or refugee studies. This educational background is essential to equip the candidate with the necessary knowledge and skills to effectively engage in advocacy and communication efforts related to the protection of displaced populations.
Experience: The ideal candidate should have at least 5 years of relevant experience in advocacy, policy, or humanitarian/human rights work. This experience should include a minimum of two years working specifically in Latin America and the Caribbean, providing the candidate with a deep understanding of the regional context and the challenges faced by displaced populations. Experience in utilizing research and data to inform advocacy strategies is also critical, as is the ability to navigate complex political environments and engage with a variety of stakeholders.
Languages: Fluency in both English and Spanish, both written and verbal, is mandatory for this position. This bilingual proficiency is essential for effective communication with diverse stakeholders, including government officials, UN bodies, and media outlets. Additional language skills may be considered an asset but are not required.
