Job Overview: The position of El/La Oficial Técnico de Programas within the Unidad de Gestión Consorcio is crucial for supporting program coordination, particularly in the areas of Rapid Response (RR) and Early Recovery (RT). The role involves ensuring effective collaboration with partners to provide coordinated technical assistance across various sectors. The officer will be responsible for executing consortium strategies in RR and RT, as well as providing technical support to other coordinations within the Unidad de Gestión de la Coordinación (UGC) of the MIRE+ consortium. The primary focus will be on communities affected by mass displacement, mobility restrictions, confinement, and natural disasters. The officer will also play a key role in ensuring that programs meet consortium standards and donor policies, contributing to the overall effectiveness of humanitarian interventions.
Duties and Responsibilities: The duties and responsibilities of the El/La Oficial Técnico de Programas include:
Technical Support: Provide technical assistance to ensure compliance with NRC policies, tools, manuals, and guidelines.
Consortium Coordination: Support the coordination of programs with MIRE+ and other Rapid Response Mechanisms (MRR) present in the country.
Strategic Execution: Contribute to the definition and execution of consortium strategies in RR and RT.
Field Support: Accompany field teams to ensure activities are conducted with a 'Do No Harm' approach and complement state efforts.
Institutional Representation: Represent MIRE+ in local coordination teams and transitional justice committees as required.
Project Cycle Management: Support the coordination of internal meetings and operational analysis within the consortium, and prepare internal reports on program implementation.
Financial Coordination: Collaborate with grant and finance coordinations to support funding formulation and reporting, ensuring proper documentation and repositories for RR and RT interventions.
Field Engagement: Spend up to 30% of time supporting field teams in program execution and implementing relevant activities outlined in the country office action plan.
Required Qualifications: The required qualifications for the position include:
A minimum of 3 years of experience working in humanitarian operations in complex contexts, particularly with populations affected by conflict or natural disasters in Colombia.
At least 3 years of experience in project formulation, execution, monitoring, evaluation, and results-based management.
Proficiency in MS Office applications, including Word and Excel.
Full command of Spanish, both written and verbal, is essential.
Proficiency in English, both written and verbal, is desirable.
Educational Background: Candidates must possess a university degree in relevant fields such as social sciences or engineering, complemented by a postgraduate qualification in areas related to humanitarian action, risk management, human rights, or international humanitarian law.
