Job Overview:
The Head of the Migration Policy and Sustainable Development Unit will be responsible for leading the effective management and implementation of initiatives related to migration policies and processes, migration and reintegration services, labor mobility, and the intersection of human mobility and climate change. This role involves providing technical assistance to both internal and external stakeholders, focusing on migration policy, reintegration support, and improving migration services. The position requires collaboration with relevant government counterparts and implementing partners to promote migration governance. The successful candidate will also oversee the implementation of the Global Compact for Migration (GCM) in Bangladesh, ensuring strong linkages with various stakeholders, including government ministries and non-governmental organizations. The role demands a proactive approach to monitoring and guiding the development of technical and operational guidelines, promoting capacity building, and ensuring that all project activities are gender-inclusive and considerate of vulnerable groups. The Head will also be responsible for project documentation, financial management, and representing IOM at relevant meetings and discussions.

Duties and Responsibilities:
The duties and responsibilities of the Head of Migration Policy and Sustainable Development Unit include:
  • Leading the management and implementation of migration policy initiatives and processes.
  • Providing technical assistance to stakeholders on migration policy and reintegration support.
  • Collaborating with government counterparts and implementing partners to improve migration governance.
  • Overseeing the implementation of the Global Compact for Migration in Bangladesh.
  • Strengthening migration and reintegration service delivery mechanisms in collaboration with relevant ministries.
  • Monitoring project activities and ensuring effective implementation with coordination among various interventions.
  • Ensuring proper documentation and reporting of project activities.
  • Managing financial aspects of the project and preparing financial reports.
  • Undertaking travel duties to provide technical guidance and compile field monitoring reports. 1
  • Ensuring gender inclusivity in project design and implementation. 1
  • Developing project proposals, updates, and visibility materials in a timely manner. 1
  • Representing IOM at meetings and discussions related to migration policy and governance.

Required Qualifications:
Candidates must possess a Master’s Degree in Political or Social Science, Business Administration, Public Administration, International Relations, Economics, or a related field from an accredited academic institution, along with seven years of relevant professional experience. Alternatively, a University Degree in the aforementioned fields with nine years of relevant professional experience is acceptable. The role requires experience in program management, technical assistance, capacity building, and awareness-raising initiatives, particularly in managing projects related to labor migration, migration and development, and livelihoods development. Specific professional experience in reintegration and migration development is essential, as well as experience in project formulation and implementation at both national and regional levels. Candidates should also have experience liaising with governmental authorities and other national and international institutions.

Educational Background:
The educational background required for this position includes a Master’s Degree in relevant fields such as Political or Social Science, Business Administration, Public Administration, International Relations, or Economics from an accredited institution. Alternatively, a University Degree in these fields with extensive professional experience is acceptable. The educational qualifications should reflect a strong foundation in the principles and practices related to migration policy and sustainable development.

Experience:
The position requires a significant level of experience, specifically seven years of relevant professional experience for candidates with a Master’s Degree, or nine years for those with a University Degree. Candidates should have demonstrated experience in program management, technical assistance, and capacity building initiatives. Experience in managing projects focused on labor migration, migration and development, and livelihoods development in a developing country context is essential. Additionally, candidates should have specific professional experience in reintegration and migration development, as well as experience in project formulation and implementation at both national and regional levels. Experience in liaising with governmental authorities and other institutions is also required.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The position is classified as an internationally recruited professional staff role, which requires candidates to be mobile. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
