Job Overview: The National Officer position focuses on contributing to the effective implementation of initiatives related to Decent Work in Supply Chains within the Labour Administration and Working Conditions (LAWC) cluster. The incumbent will work closely with the Technical Officer and the wider team to provide technical and programming support aimed at enhancing collaboration and promoting constructive engagement among tripartite constituents. This role is crucial in supporting the Government of Bangladesh's efforts to uphold labor rights and improve workplace safety, particularly in the context of the Bangladesh Decent Work Country Programme (DWCP). The incumbent will be responsible for ensuring that the initiatives align with the development frameworks of the Government of Bangladesh and the ILO's objectives, thereby contributing to the overall goal of promoting decent work in supply chains. The position requires a comprehensive understanding of the complexities involved in labor reforms and the ability to work cooperatively with various stakeholders to deliver quality technical work.
Duties and Responsibilities:
Support the design and implementation of supply chain strategies and initiatives that align with the LAWC cluster initiatives and the development frameworks of the Government of Bangladesh.
Draft substantive and technical inputs for program framework documents, project proposals, briefing notes, reports, and lessons learned for monitoring, evaluation, reporting, and communication purposes.
Initiate, plan, and lead the organization of activities such as workshops, training, and meetings, while assessing and reporting on program implementation.
Collaborate closely with the Government of Bangladesh, employer representatives, worker representatives, and other stakeholders to provide technical assistance and enhance understanding of private sector engagement for human rights due diligence.
Build and enhance partnerships with relevant stakeholders, maintaining effective communication channels and networks.
Provide inputs to budget preparation, manage contracts, and ensure deliverable targets are met.
Participate in negotiations with key stakeholders regarding project activities and funding requirements.
Conduct research and analysis on private sector engagement related to human rights due diligence and labor practices, contributing to evidence-based policy recommendations. 1
Coordinate with other units within the LAWC cluster and across the CO Office to increase synergies and impact. 1
Represent the ILO in various forums under the guidance of supervisors. 1
Assist the Technical Officer in the overall coordination, planning, and monitoring of supply chain activities within the LAWC cluster.
Required Qualifications: Candidates must possess a university degree in Social Sciences, Education, Economics, or a related field, with a strong knowledge of development issues, particularly in Bangladesh. The role requires at least three years of professional experience in supply chains and labor rights programs, with a solid understanding of development programs focused on engaging private sector stakeholders. Proven capacity to design, deliver, monitor, and report on programs/projects in the field is essential. Additional experiences in aquaculture, plastics (including recycling), and leather sectors, as well as experience working with international financing institutes, will be considered advantageous.
Educational Background: A university degree in Social Sciences, Education, Economics, or a related field is required. Candidates should have a strong understanding of development issues, particularly those relevant to Bangladesh, to effectively contribute to the ILO's mission and objectives.
Experience: The position requires at least three years of professional experience in supply chains and labor rights programs. Candidates should have a solid understanding of development programs that engage private sector stakeholders for policy influencing and field interventions. Proven experience in designing, delivering, monitoring, and reporting on relevant programs/projects is essential for success in this role.
Languages: Excellent command of English and Bangla is mandatory for this position. Proficiency in these languages is crucial for effective communication and collaboration with various stakeholders, including government agencies, employers, and workers' representatives.
