Job Overview:
The consultant will provide technical expertise and facilitation support to the Ministry of Youth and Sports (MOYS) and UNFPA in revising the National Youth Policy 201
  • This role is crucial as it involves ensuring that the revised policy reflects the diverse needs and aspirations of Bangladesh's youth, which constitutes a significant portion of the population. The consultant will engage in a participatory process that includes evidence gathering, stakeholder engagement, and drafting a policy that aligns with national and global priorities. The consultant will be responsible for designing consultation frameworks, mentoring youth facilitators, and leading national and sub-national consultations to gather input from various youth demographics, including marginalized groups. The ultimate goal is to produce a youth-responsive, evidence-based policy that is legally aligned and ready for government approval.

Duties and Responsibilities:
The consultant will undertake a variety of activities, including:
  • Providing technical guidance for the implementation of the youth policy revision roadmap, developing consultation frameworks and data collection tools, and ensuring methodological rigor and inclusivity.
  • Mentoring Youth Facilitator Group (YFG) members on policy analysis and consultation methodologies.
  • Supporting the design and analysis of a nationwide online youth survey, ensuring broad participation.
  • Facilitating national and sub-national consultations, including workshops and focus group discussions, and ensuring effective documentation of outputs.
  • Leading the synthesis of qualitative and quantitative findings and preparing a comprehensive consultation synthesis report.
  • Drafting the revised policy in collaboration with MOYS and UNFPA, ensuring alignment with national development plans and international commitments.
  • Finalizing the policy draft based on feedback and preparing documentation for government approval.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s) in relevant fields such as Economics, Public Administration, Education, or Development Studies. A PhD is considered an added advantage. Relevant experience in policy formulation and reform, particularly with government ministries, is preferred. Proven expertise in qualitative and quantitative research, stakeholder consultation, and participatory drafting is essential. Candidates should have strong knowledge of Bangladesh's youth landscape and governance frameworks, along with experience working with government, UN agencies, and civil society organizations. Excellent facilitation, writing, and analytical skills in both English and Bengali are required, along with proficiency in information and communication technology.

Educational Background:
An advanced university degree (Master’s) in Economics, Public Administration/Policy/Governance, Education, Development Studies, or a related social sciences field is required. A PhD in these fields will be considered an added value, enhancing the candidate's profile for this consultancy role.

Experience:
Candidates should have relevant experience in policy formulation and reform, particularly in positions that involve working with government ministries. Experience in qualitative and quantitative research, stakeholder consultation, and participatory drafting is crucial. Familiarity with Bangladesh's youth landscape and governance, as well as experience collaborating with UN agencies and civil society, will be beneficial.

Languages:
Proficiency in English and Bengali is mandatory for this position. Strong communication skills in both languages are essential for effective facilitation and documentation of the policy revision process. Additional language skills may be considered an asset but are not required.

  • The consultant will be required to conduct various tasks, including desk reviews, developing methodologies, facilitating consultations, and drafting the policy. The consultant will work closely with the Programme Analyst and Technical Officer at UNFPA, providing regular updates and participating in online meetings. Travel outside Dhaka may be necessary for consultations, with travel and daily subsistence allowances covered by UNFPA according to standard policies. The payment structure is based on deliverables, with specific percentages allocated to different stages of the consultancy.
