Job Overview: The Enterprise Adviser position is a professional-level role within the Better Work Bangladesh program, which is a partnership between the ILO and the International Finance Corporation (IFC). The primary function of the Enterprise Adviser is to provide enterprise-level advisory services, including conducting independent assessments of labour standards and management systems at factories. The adviser will produce high-quality reports that detail assessment findings, recommendations for improvement, and progress reports on implementation. This role requires a strong understanding of the garment industry in Bangladesh, as well as the ability to work collaboratively with various stakeholders, including factory management, workers, and government representatives. The Enterprise Adviser will also contribute to the project's monitoring and evaluation strategy and assist in building the capacity of national constituents to implement services in the industry. The position is based in Dhaka and involves a significant amount of independent work, requiring judgment, initiative, and creativity.
Duties and Responsibilities: The Enterprise Adviser will be responsible for independently conducting enterprise assessments of labour standards and management systems at the enterprise level. This includes producing high-standard reports in English that outline assessment findings, recommendations for improvement, enterprise improvement plans, and progress reports on implementation. The adviser will also review reports from other advisors as part of the peer review process to ensure quality assurance. Additionally, the adviser will provide high-quality enterprise-level advisory services designed to improve performance, including coaching, facilitating management and union improvement committees, and conducting classroom-based training. The adviser will select and adapt Better Work products for individual enterprises based on their specific needs and provide technical advice for the development of Better Work research and strategies. The role also involves contributing to the financial sustainability strategy of the project and working closely with national constituents to support the implementation of services in the industry.
Required Qualifications: Candidates must have at least two years of professional experience in social dialogue, capacity building in the private sector in developing countries, corporate social responsibility, occupational health and safety, industrial engineering, or industrial relations. Proven experience in industrial relations and building social dialogue between management and worker representatives is an advantage. The ideal candidate should possess strong analytical skills, excellent communication abilities, and a demonstrated capacity to work in a multicultural environment. Additionally, candidates should have a good understanding of corporate social responsibility and labour compliance issues in global supply chains, as well as knowledge of Bangladeshi labour-related laws and regulations.
Educational Background: A university degree in international development, law, occupational health and safety, industrial engineering, industrial relations, gender studies, human resource management, adult education, or other relevant fields is required. Equivalent experience may also be considered. Candidates should have strong report-writing skills in English, particularly in producing assessment reports, improvement plans, and progress reports.
Experience: The position requires at least two years of professional experience in relevant fields such as social dialogue, capacity building, corporate social responsibility, and occupational health and safety. Experience in conducting enterprise-level assessments of labour standards and management systems is essential. Proven ability to provide advisory services and coaching to improve factory performance is also necessary. Experience in implementing industrial relations and social dialogue initiatives will be considered an advantage.
Languages: Candidates must have an excellent command of both written and spoken English and Bengali. Proficiency in additional languages may be beneficial but is not mandatory.
Additional Notes: This position is a National Officer role, open only to Bangladeshi candidates. The contract is fixed-term for 12 months, with the possibility of renewal based on the availability of funds and satisfactory performance. The entry-level salary for this position is at UN Salary Scale - Grade NOA, Step-0
