Job Overview:
The consultancy role involves leading a comprehensive needs analysis on displacement management and humanitarian coordination in Bangladesh, particularly in collaboration with the Ministry of Disaster Management and Relief (MoDMR) and the Department of Disaster Management (DDM). The consultant will develop a practical and institutionalized training manual based on the findings of the needs analysis, which will include principles of displacement management, roles and responsibilities of various stakeholders, and coordination mechanisms. The consultant will also facilitate capacity-sharing activities and provide technical guidance to strengthen government leadership in these areas. The overall objective is to enhance the capacity of government institutions to manage displacement effectively and coordinate humanitarian responses, particularly in complex emergencies such as the Rohingya crisis.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including conducting a needs analysis by reviewing existing policies and frameworks related to displacement management, assessing institutional capacities, and identifying strengths and gaps. They will develop a comprehensive training manual that aligns with national policies and international standards, ensuring it is user-friendly and practical. The consultant will also create training materials and facilitate workshops for government officials, evaluate learning outcomes, and provide technical recommendations for strengthening institutional arrangements. Additionally, the consultant will prepare an institutionalization roadmap for the training program within MoDMR and DDM, ensuring sustainability and integration with existing systems.

Required Qualifications:
Candidates must possess a Master's degree in Disaster Management, Humanitarian Affairs, Public Administration, Development Studies, Public Policy, International Relations, Social Sciences, or a related field from an accredited institution. They should have at least 7 years of relevant professional experience in disaster management, humanitarian coordination, or institutional capacity development, with extensive experience working with government institutions, particularly MoDMR. Demonstrated experience in conducting capacity assessments, developing training manuals, and designing training programs is essential. Strong knowledge of humanitarian coordination mechanisms and familiarity with Bangladesh's disaster management framework is also required.

Educational Background:
A Master's degree in a relevant field such as Disaster Management, Humanitarian Affairs, Public Administration, Development Studies, Public Policy, International Relations, or Social Sciences is required. The degree must be from an accredited academic institution, ensuring that the candidate has a solid theoretical foundation and understanding of the complexities involved in disaster management and humanitarian coordination.

Experience:
Candidates should have a minimum of 7 years of relevant professional experience in areas such as disaster management, humanitarian coordination, and institutional capacity development. This experience should include working closely with government institutions, particularly the Ministry of Disaster Management and Relief, and conducting institutional or organizational capacity assessments. Proven experience in developing training manuals and curricula, as well as designing and delivering training programs for government institutions and humanitarian actors, is crucial.

Languages:
Fluency in English and Bangla, both written and spoken, is mandatory for this position. The proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure that the candidate can effectively communicate and engage with stakeholders in both languages.

Additional Notes:
The consultancy is expected to last for a total of 11 months, with specific deliverables outlined throughout the contract period. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Candidates are responsible for their own medical insurance and must provide proof of coverage before commencing work.
