Job Overview:
The Accountant will play a crucial role in supporting the day-to-day financial and accounting operations of the TIFA Bangladesh project. Reporting to the Senior Finance Manager, the Accountant will ensure accurate financial recording, timely processing of payments, compliance with JSI policies and donor regulations, and maintenance of strong internal controls. This position requires a keen attention to detail, integrity, and the ability to manage multiple financial transactions while ensuring transparency and accountability in the use of donor funds. The Accountant will collaborate closely with program, procurement, logistics, and operations teams to facilitate effective project implementation, thereby contributing to the overall success of the project.

Duties and Responsibilities:
  • Financial Management and Processing: Support the Senior Finance Manager in managing daily accounting and financial operations for the TIFA project. Review and verify all payment supporting documents (e.g., invoices, purchase orders, contracts, delivery notes, bid evaluations, and acceptance certificates) to ensure completeness, accuracy, and compliance with JSI and donor regulations. Prepare payment vouchers and process bank and cash payments through approved banking systems, ensuring timely disbursement to vendors, consultants, and staff. Ensure accurate coding of all financial transactions to appropriate project cost centers and budget lines. Manage staff advances, including travel and workshop advances, and ensure timely liquidation with proper documentation. Ensure timely payment and recording of all statutory obligations, including VAT, tax deductions, and other applicable government charges, in compliance with Bangladesh laws.
  • Accounting Records and Reconciliation: Maintain accurate, complete, and auditable accounting records, including vouchers, journals, and supporting documentation. Maintain organized physical and electronic filing systems for all financial documents. Prepare and support monthly bank reconciliations, vendor reconciliations, staff advances, and balance sheet reviews. Assist with month-end and year-end financial closing activities in line with organizational timelines.
  • Compliance, Audit, and Internal Controls: Ensure all financial transactions comply with JSI financial policies, donor rules, and applicable laws and regulations of Bangladesh. Support internal control reviews and recommend improvements to strengthen financial compliance and risk mitigation. Assist with internal and external audits by preparing documentation, responding to audit queries, and supporting implementation of audit recommendations. Ensure proper maintenance of tax and compliance documentation for audit and regulatory review. Work closely with procurement and operations staff to review procurement and payment requests for financial accuracy and compliance. Liaise with vendors and service providers to resolve payment-related issues in a timely and professional manner. Provide basic orientation and guidance to project staff on finance-related procedures, as required. Perform any other finance or administrative duties as assigned by the Finance & Operations Manager.

Required Qualifications:
The position requires a Bachelor’s degree in accounting, Finance, Business Administration, or a related field. Candidates should have a minimum of 4–5 years of relevant experience in accounting or financial management, preferably within donor-funded projects such as Global Fund, USAID, DOS, or similar. A strong knowledge of accounting principles, financial reporting, and internal control systems is essential. Experience using accounting software or ERP systems is also required, along with demonstrated experience with bank reconciliations, general ledger management, and statutory compliance. A good understanding of Bangladesh financial, tax, and VAT regulations is necessary, as well as strong analytical skills and attention to detail. Candidates must be able to manage multiple priorities and meet deadlines with minimal supervision, and they should uphold high standards of integrity, confidentiality, and professionalism. Strong interpersonal and communication skills are also important, along with proficiency in Microsoft Office applications, particularly Excel and Word.

Educational Background:
Candidates must possess a Bachelor’s degree in accounting, Finance, Business Administration, or a related field. This educational background is crucial for understanding the financial principles and practices that will be applied in the role of Accountant.

Experience:
The Accountant position requires a minimum of 4–5 years of relevant experience in accounting or financial management. This experience should preferably be within donor-funded projects, which may include working with organizations such as the Global Fund, USAID, or the Department of State. Candidates should demonstrate a strong understanding of accounting principles, financial reporting, and internal control systems, as well as experience with bank reconciliations and statutory compliance.

Languages:
Fluency in English and Bangla (both written and spoken) is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders.
