Job Overview:
The TB Laboratory Systems Advisor will provide strategic leadership and technical guidance for the laboratory and diagnostic components of the Bangladesh Tuberculosis Diagnostic Network Strengthening project. This role focuses on enhancing national TB diagnostic systems and involves close collaboration with national counterparts and key stakeholders. The Advisor will deliver high-quality technical assistance aligned with national laboratory network strategies and quality management systems. Responsibilities include planning, implementing, and overseeing laboratory assessments, audits, and continuous improvement initiatives in accordance with ISO 15189 and other relevant standards. The position also entails providing expert advisory support to the National TB Reference Laboratory and Regional TB Reference Laboratories, optimizing diagnostic networks, and enhancing the capacity for advanced diagnostic testing to improve TB detection and control.

Duties and Responsibilities:
The TB Laboratory Systems Advisor will be responsible for providing strategic leadership and guidance to the technical components of the project, including laboratory diagnostics. Key responsibilities include collaborating with national counterparts to fulfill national objectives related to the laboratory network strategic plan, providing technical support and mentorship for assessments and audits, advising on continuous improvement initiatives, and implementing quality assurance programs for TB diagnostics. The Advisor will also support diagnostic network strengthening activities, including specimen referral systems, laboratory information management systems, and the expansion of molecular diagnostic tools. Additional duties include providing on-site technical assistance, developing mentorship materials, conducting cost analyses of TB-related diagnostic expenses, coordinating laboratory supplies and equipment, and enhancing the TB diagnostic network in collaboration with NTRL leadership.

Required Qualifications:
Candidates must possess a Master’s degree in microbiology or laboratory sciences, or an equivalent international qualification in biological sciences within a clinical or diagnostic discipline. A minimum of 6 years of experience in TB or other infectious disease diagnostics and/or laboratory systems strengthening is required. Experience in validating or scaling new TB diagnostic modalities, quality assurance, and laboratory management is essential. Candidates should demonstrate the ability to perform quality assurance laboratory audits and assessments against national and international standards, as well as experience working with the private sector for procurement of diagnostic equipment and supplies. Strong problem-solving skills and experience in training and mentoring staff are also necessary.

Educational Background:
The position requires a Master’s degree in microbiology or laboratory sciences, or its international equivalent in biological sciences within a clinical or diagnostic discipline. This educational background is crucial for understanding the complexities of laboratory systems and diagnostics related to tuberculosis and other infectious diseases.

Experience:
The ideal candidate should have at least 6 years of relevant experience working with TB or other infectious disease diagnostics, as well as experience in laboratory systems strengthening. Proven experience in laboratory quality assurance, quality control, and audits is required, along with a background in laboratory management. Experience in validating or scaling new TB diagnostic modalities and working with government officials is highly desirable.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Proficiency in Bangla is also required, as it is essential for effective communication within the local context and with stakeholders in Bangladesh.

Additional Notes:
This position is contingent upon award and will be based in Dhaka, Bangladesh. The role is classified under the compensation band LL and is exempt from FLSA regulations. The job may require travel within the country approximately 20-25% of the time.
