Job Overview: The Technical Specialist-QMS position is a critical role within the upcoming TB diagnostic network strengthening project in Bangladesh. This position is contingent upon award and will be based in Dhaka. The primary responsibility of the Technical Specialist-QMS is to ensure that technical deliverables are implemented in a timely manner under the supervision of the TB Laboratory Systems Advisor. The role involves developing and implementing systems-level interventions aimed at strengthening the TB diagnostic network in alignment with national priorities. The focus will primarily be on public health systems, but may also extend to private health and non-governmental diagnostic facilities. The position requires frequent in-country travel to monitor and support the implementation of various initiatives aimed at improving the TB diagnostic network.
Duties and Responsibilities: The Technical Specialist-QMS will lead the development and implementation of TB diagnostic network strengthening interventions throughout Bangladesh. Key responsibilities include conducting systems strengthening measures to help laboratories achieve international quality standards, such as ISO 15189 and/or SLMTA/SLIPTA. The specialist will support the MBDC in developing a diagnostic network optimization plan and other analyses designed for TB diagnostic network strengthening. Additionally, the role involves assisting the project team in developing the annual workplan that incorporates LQMS activities, developing and implementing mentorship programs, and updating the quality plan and schedule for all project-supported network strengthening activities. The specialist will also assist in developing protocols, plans, and reports that guide project strategies and assess ongoing performance. Furthermore, the role includes developing a strategy for strengthening national technical capacity in Laboratory Quality Management System (LQMS) and TB diagnostic network standards, conducting QMS activities to strengthen practice, and assisting in QA/EQA, QMS, supply chain, and logistics to streamline processes. Regular field visits will be conducted to monitor quality indicators and identify gaps for improvement, and the specialist will coordinate and work with a diverse group of stakeholders from various sectors.
Required Qualifications: Candidates must possess a Master’s degree or higher in Microbiology, Molecular Biology, Biomedical Sciences, or a related field with a strong focus on tuberculosis. A minimum of six years of direct experience in TB diagnostic network strengthening activities is required. Candidates should demonstrate success in implementing Laboratory Quality Management Systems (LQMS) and have experience leading trainings and providing mentorship to staff to address non-conformities and system gaps. Experience in supporting pre- and post-hoc quality management assessments to record facility improvements and evaluations is also essential. Familiarity with the Bangladesh National Tuberculosis Program (NTP) is a significant advantage. Fluency in written and spoken English is mandatory, and candidates must be willing and able to travel a minimum of 50% within Bangladesh.
Educational Background: The educational background required for this position includes a Master’s degree or higher in relevant fields such as Microbiology, Molecular Biology, Biomedical Sciences, or other related disciplines. A strong focus on tuberculosis is essential to ensure that the candidate has the necessary knowledge and skills to effectively contribute to the TB diagnostic network strengthening initiatives.
Experience: The position requires at least six years of direct experience in TB diagnostic network strengthening activities. Candidates should have a proven track record of successfully implementing quality management systems and leading training initiatives. Experience in conducting quality assessments and evaluations is also necessary to ensure that the candidate can effectively monitor and improve laboratory practices.
Languages: Fluency in written and spoken English is mandatory for this position. While English is the primary language of communication, knowledge of Bengali or other local languages may be considered an asset, as it can facilitate better communication with local stakeholders and enhance the effectiveness of the role.
