Job Overview:
The Team Lead position is crucial for the anticipated Bangladesh Tuberculosis Diagnostic Network Strengthening project, which aims to create a sustainable and locally-led tuberculosis laboratory network. This role involves providing strategic, managerial, and technical leadership to ensure the project's success in addressing diagnostic access gaps, quality assurance challenges, workforce capacity constraints, supply chain disruptions, and reporting gaps. The Team Lead will oversee project planning and implementation, ensuring high-quality interventions that lead to measurable impacts in tuberculosis control and prevention. The position requires close coordination with various stakeholders, including TIFA-Bangladesh of JSI, U.S. Embassy Dhaka, and the Mycobacterial Disease Control division of the DGHS, to ensure effective execution and monitoring of project activities.

Duties and Responsibilities:
The Team Lead will be responsible for a wide range of duties, including:
  • Providing leadership to the project team and overseeing the technical and operational aspects of the project, ensuring effective teamwork and clarity over plans and priorities.
  • Offering technical and managerial leadership, including capacity building for project staff.
  • Coordinating with the FHI 360 team, including people and culture, monitoring and evaluation, and management/shared services staff.
  • Overseeing the development and implementation of program work plans and strategies aligned with the MBDC and government objectives.
  • Collaborating with public and private stakeholders, including TIFA-Bangladesh of JSI and other USG-funded projects, to achieve project objectives.
  • Preparing annual work plans, budgets, and progress reports for submission to TIFA-Bangladesh of JSI.
  • Ensuring high technical standards guide the project’s work plans and activities.
  • Implementing monitoring and evaluation frameworks to ensure data quality and use for decision-making.
  • Tracking program performance against indicators and targets, leading corrective actions when necessary. 1
  • Planning and coordinating activities to meet project goals within prescribed time frames and funding parameters. 1
  • Establishing annual work plans, project teams, and standard operating procedures to ensure compliance with policies. 1
  • Inducting project staff and ensuring their understanding of the organization’s values, quality standards, and individual responsibilities.

Required Qualifications:
Candidates must possess a Master’s degree or its international equivalent in public health or a related field, with a PhD or medical degree preferred. A minimum of 12 years of professional experience in public health, particularly in leading and designing health programs related to tuberculosis, is required. Experience working with key stakeholders in Bangladesh is strongly desired. Candidates should demonstrate leadership and management skills necessary for implementing complex international health projects effectively. At least 8 years of experience in project management and leadership, including managing USG projects and staff, is essential. Proven experience working with government officials, particularly in the Ministry of Health and Family Welfare, is highly desirable. Strong critical thinking and problem-solving skills are necessary for planning, organizing, and managing resources effectively. Familiarity with USG regulations in financial and accounting management is also required.

Educational Background:
The educational background required for this position includes a Master’s degree or its international equivalent in public health or a related field. A PhD or medical degree is preferred, indicating a high level of expertise and knowledge in the relevant areas of public health and tuberculosis management.

Experience:
The position requires at least 12 years of professional experience in public health, with a strong emphasis on leading and designing health programs, particularly in the area of tuberculosis. Candidates should have at least 8 years of experience in project management and leadership roles, including managing USG-funded projects and staff. Experience working with government officials and stakeholders in Bangladesh is highly desirable, as is a proven track record of implementing complex international health projects effectively and efficiently.

Languages:
Fluency in the local language is mandatory, along with excellent oral and written communication skills in English. Knowledge of the cultural context is also essential for effective communication and collaboration with local stakeholders.
