Job Overview:
The Consultant/Expert will play a pivotal role in enhancing the operational capacity of the State Shelter for Victims of Trafficking in Pristina, Kosovo. This position involves drafting comprehensive Standard Operating Procedures (SOPs) for the continuous risk assessment of victims of trafficking. The consultant will be expected to engage with various stakeholders, including shelter staff and government officials, to ensure that the SOPs are practical, evidence-based, and aligned with both national legislation and international best practices. The overarching goal is to improve the safety and well-being of victims residing in the shelter while promoting effective migration governance through evidence-based programming. The consultant will also be responsible for conducting assessments of current practices, identifying gaps, and facilitating workshops for stakeholder consultation and validation of the SOPs.

Duties and Responsibilities:
  • Develop an inception report outlining the methodology, work plan, and stakeholder mapping for the project.
  • Conduct an assessment of current risk assessment practices within the shelter and perform a gap analysis to identify areas for improvement.
  • Draft comprehensive SOPs for continuous risk assessment that are compliant with national legislation and aligned with international standards.
  • Organize and facilitate a stakeholder consultation and validation workshop to gather feedback on the draft SOPs.
  • Revise the SOPs based on feedback received during the workshop and prepare final implementation guidelines.
  • Ensure all deliverables are submitted on time and meet specified quality standards.
  • Collaborate effectively with shelter staff and stakeholders to promote the application of protective measures for victims.
  • Maintain accurate documentation of all processes and outputs, ensuring they are clear, actionable, and evidence-based.
  • Adhere to legal, ethical, and organizational standards throughout the project.

Required Qualifications:
  • Advanced university degree in Law, Social Sciences, Political Science, Psychology, Human Rights, or a related field.
  • Certificates related to specialized training or educational programs in migration and internal migration, if applicable.
  • At least 7 years of professional experience in human trafficking, protection, or victim support services.
  • Proven experience in drafting, reviewing, and revising Standard Operating Procedures and operational guidelines.
  • Demonstrated ability to work with multi-disciplinary and multi-institutional working groups.
  • Experience in conducting legal and procedural needs assessments to inform the development of SOPs and guidelines.
  • Familiarity with national legislation and international legal frameworks related to trafficking and victim protection.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as Law, Social Sciences, Political Science, Psychology, or Human Rights. Additional certifications or training related to migration and internal migration are advantageous and will be considered favorably during the selection process.

Experience:
The position requires a minimum of 7 years of professional experience in fields related to human trafficking, protection, or victim support services. Candidates should have a strong legal background and proven experience in drafting and revising Standard Operating Procedures and operational guidelines. Experience working with government agencies, NGOs, or international organizations is essential, as is the ability to conduct assessments that inform the development of effective SOPs and guidelines.

Languages:
Proficiency in English and Albanian is mandatory, both written and spoken. Knowledge of the Serbian language will be considered an advantage, as it may facilitate communication with a broader range of stakeholders and beneficiaries.

Additional Notes:
The consultancy is subject to funding confirmation and will require the candidate to be medically fit for appointment. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
