Job Overview:
The National Project Officer will play a crucial role in the implementation of the Extra Budgetary Project entitled 'Strengthening the Electoral Process in Kosovo'. This position is designed to enhance the electoral framework and governance in Kosovo, ensuring that project activities align with the objectives set forth by the OSCE. The successful candidate will work closely with various stakeholders, including the National Elections Adviser and other relevant sections within the Democratization Department. The role requires a proactive approach to project management, ensuring that all activities are executed effectively and in compliance with donor requirements. The officer will be responsible for drafting reports, coordinating project activities, and maintaining communication with external partners, including the Central Election Commission and Civil Society Organizations. This position is vital for fostering collaboration and ensuring the successful delivery of project outcomes, thereby contributing to the overall democratic development in Kosovo.

Duties and Responsibilities:
The National Project Officer will be tasked with a comprehensive set of responsibilities, including:
  • Collaborating with the National Elections Adviser and the ExB Senior Project Assistant to ensure effective project coordination.
  • Maintaining regular communication with various stakeholders, including the Central Election Commission, Election Complaints and Appeals Panel, and Civil Society Organizations to clarify project outputs and coordinate implementation modalities.
  • Overseeing the implementation of project activities in accordance with established objectives, including designing action plans, monitoring budget compliance, and advising on project-related risks.
  • Drafting various reports, including activity reports, technical reports, and progress reports, as well as ensuring the collation of information for knowledge products related to the project.
  • Planning and organizing project-related activities and events, including logistical arrangements and documentation preparation.
  • Supporting communication strategies to disseminate project information and manage visibility in line with OSCE requirements.
  • Ensuring that all project outputs are disseminated effectively and that communication-related activities are executed in accordance with the project’s goals.

Required Qualifications:
Candidates must possess a first-level university degree in political science, international affairs, or a related field, with a focus on elections, governance, or democratic processes. A minimum of two years of professional experience in project management is required, preferably in the field of elections or democratic governance. Familiarity with Kosovo’s electoral framework and institutions is essential, along with excellent project management skills, including planning, implementation, monitoring, and reporting. Experience with donor-funded projects and knowledge of donor reporting requirements are strong assets. Candidates should also demonstrate digital literacy and proficiency in Microsoft applications, as well as excellent oral and written communication skills in English and at least one local language.

Educational Background:
The position requires a first-level university degree, which can be in political science, international affairs, or another relevant discipline. Candidates with a focus on elections, governance, or democratic processes will be preferred. This educational background is essential for understanding the complexities of electoral systems and governance structures, which are critical to the role of the National Project Officer.

Experience:
The ideal candidate should have a minimum of two years of professional-level experience in project management, particularly in areas related to elections, democratic governance, or public administration. Experience working with electoral institutions or on election-related projects is highly desirable. Candidates should demonstrate a proven track record of managing projects effectively, including familiarity with the processes involved in project cycle management and donor reporting.

Languages:
Proficiency in English is mandatory, along with at least one local language. Excellent oral and written communication skills are essential for effective collaboration with stakeholders and for drafting reports and documentation related to the project. Knowledge of additional languages may be considered an asset, enhancing communication with diverse groups involved in the electoral process.

Additional Notes:
This position is a fixed-term appointment (LOA) under a local contracted grade (NP1) with a full-time schedule. The contract duration is from the date of hire until August 31, 2026, with the possibility of extension based on funding availability and satisfactory performance. The monthly remuneration is set at 1,609.42 Euro, subject to social security" style="border-bottom: 1px dotted #007bff !important;">security deductions, and includes participation in the OSCE group medical insurance scheme and the OSCE Provident Fund.
