Job Overview: The National Project Officer will play a crucial role in the Extra Budgetary Project entitled 'Advancing Media and Information Literacy in Kosovo'. This position is designed to enhance media literacy among various stakeholders, including educators and youth, and will involve close collaboration with the Ministry of Education, Science, Technology and Innovation (MESTI) and other relevant organizations. The officer will be responsible for coordinating project activities, ensuring compliance with donor requirements, and facilitating communication among project beneficiaries. The role requires a proactive approach to project management, including the development of action plans, monitoring of project budgets, and drafting of reports to document progress and outcomes. The successful candidate will also support outreach efforts to disseminate project information and manage visibility in line with OSCE standards.
Duties and Responsibilities: The National Project Officer will be tasked with a variety of responsibilities including: collaborating with the ExB Project Assistant for administrative and logistical tasks; coordinating project implementation and ensuring alignment with project objectives; maintaining communication with MESTI representatives and project beneficiaries; organizing meetings and activities; drafting various reports including technical and progress reports; supporting the planning and organization of events; ensuring dissemination of project outputs; and managing communication strategies to enhance project visibility. The officer will also be responsible for monitoring project activities and providing advice on risk management to the Project Manager.
Required Qualifications: Candidates must possess a first-level university degree in political science, international affairs, media affairs, or a related field. A minimum of two years of professional experience in project management within the media sector, particularly focusing on media and information literacy, is required. Knowledge of the media environment in Kosovo is essential, along with excellent project management skills. Experience with projects funded by multiple donors is highly valued. Proficiency in Microsoft applications and strong oral and written communication skills in English and at least one local language are mandatory. A valid 'B' category driving license is also required.
Educational Background: The position requires a first-level university degree, which can be in political science, international affairs, media affairs, or a relevant discipline. This educational background is essential for understanding the complexities of media and information literacy as well as the political landscape in Kosovo.
Experience: Candidates should have at least two years of professional-level experience in project management, specifically in the media sector. Experience in managing projects that focus on media and information literacy, as well as familiarity with the local media environment, will be considered a strong asset. Relevant regional and international experience will also be beneficial.
Languages: Fluency in English is mandatory, along with proficiency in at least one local language. Strong communication skills in both oral and written forms are essential for effective collaboration with stakeholders and beneficiaries.
Additional Notes: This is a fixed-term appointment with a contract duration from the date of hire until December 31, 2026, with the possibility of extension based on satisfactory performance. The position is full-time and classified at the National Professional level (NP1).
