The primary focus of the Justice Monitor is to monitor criminal and civil justice processes, analyze case developments, and assess the performance of justice institutions in Kosovo. This role contributes to EULEX’s broader mandate of strengthening the Rule of Law by providing impartial reporting, identifying structural challenges, and supporting the promotion of accountable and human rights-compliant justice services. The position is exclusively available for Norwegian citizens, emphasizing the need for a candidate who can engage effectively within the local context while adhering to international standards.
Duties and Responsibilities: As a Justice Monitor, your responsibilities will encompass a wide range of tasks aimed at enhancing the Rule of Law in Kosovo. You will monitor and analyze the Rule of Law environment, focusing specifically on criminal and civil justice processes. This includes observing court proceedings, reviewing case files, and engaging with various stakeholders such as judges, prosecutors, lawyers, and court staff. You will also monitor selected cases and assess the performance of justice institutions against national legislation and international human rights standards. Identifying structural challenges, including potential political interference, corruption risks, and issues affecting minority groups, gender equality, and human rights, will be a critical part of your role. Additionally, you will contribute to thematic assessments and support capacity-building initiatives within the justice sector, while also facilitating coordination and dialogue among justice actors, including the judiciary, police/internal security services, and penitentiary institutions.
Required Qualifications: To qualify for the Justice Monitor position, candidates must possess a Master's degree or equivalent (EQF Level 7), preferably in Law. A minimum of five years of relevant professional experience is required, along with strong analytical, legal research, and reporting skills. Candidates must demonstrate a proven ability to carry out impartial, confidential, and non-interventionist monitoring work. Desirable qualifications include experience in justice reform processes or transitional justice work, as well as familiarity with the Balkans region and knowledge of Albanian and/or Serbian languages.
Educational Background: Candidates must have a Master's degree or equivalent qualification in Law, which is essential for understanding the legal frameworks and principles that govern the justice system in Kosovo. This educational background is crucial for effectively analyzing legal processes and contributing to the enhancement of justice institutions.
Experience: The position requires a minimum of five years of relevant professional experience, which should include work in legal analysis, monitoring, or related fields. This level of experience is necessary to ensure that the Justice Monitor can effectively assess the performance of justice institutions and contribute to the overall mission of strengthening the Rule of Law in Kosovo.
Languages: Fluency in English is mandatory, as all applications and communications will be conducted in this language.
