Job Overview: The Senior Evaluator position is a critical role within the OSCE's Evaluation Unit, which is part of the Office of Internal Oversight (OIO). The primary function of this position is to lead and conduct independent evaluations that assess the effectiveness and efficiency of the OSCE's operations. The Senior Evaluator will be responsible for planning, managing, and executing evaluations in accordance with international standards and the organization's evaluation policy. This role requires a strong understanding of evaluation methodologies and the ability to communicate findings effectively to various stakeholders. The Senior Evaluator will also support the Evaluation Network and provide technical assistance for decentralized evaluations, ensuring that the evaluation function is integrated throughout the organization. This position demands a high level of professionalism and the ability to work collaboratively with diverse teams, promoting a culture of evaluation within the OSCE.
Duties and Responsibilities: As a Senior Evaluator, your responsibilities will include: 1) Planning, managing, leading, and conducting independent evaluations that are impartial and credible; 2) Supporting Evaluation Network activities and providing technical assistance for decentralized evaluations; 3) Conducting evaluability assessments and developing terms of reference, inception reports, and evaluation methodologies; 4) Drafting comprehensive evaluation reports that include evidence-based findings and actionable recommendations; 5) Identifying and reviewing the work of external evaluators and ensuring high-quality outputs; 6) Conducting peer reviews and providing guidance to junior team members and interns; 7) Promoting the evaluation function within the organization and providing technical assistance as needed; 8) Performing other duties as assigned by the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director/Head of Evaluation.
Required Qualifications: Candidates must possess a second-level university degree in public policy, international affairs, evaluation, or a related social science field. Training in evaluation-focused qualitative and quantitative data collection and analysis is essential. A first-level university degree combined with two additional years of relevant experience will also be accepted. Applicants should have a minimum of seven years of professional experience in evaluation or applied research, with at least some experience at the international level. In-depth knowledge of evaluation designs, processes, and methodologies is required, along with proven experience in delivering high-quality reports and communicating findings effectively to diverse audiences.
Educational Background: The educational background required for this position includes a Master's degree (second-level university degree) in a relevant field such as public policy, international affairs, or evaluation. Candidates with a first-level university degree and additional relevant experience may also be considered. Training in evaluation methodologies and data analysis is crucial for success in this role.
Experience: The position requires a minimum of seven years of professional experience in evaluation or applied research, with a preference for candidates who have nine years of experience if they hold a first-level degree. Experience should include leading complex evaluations, managing diverse stakeholders, and developing realistic work plans. Candidates should demonstrate a strong track record of producing high-quality evaluation reports and knowledge products.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Proficiency in other OSCE languages is considered an asset, enhancing the candidate's ability to engage with a diverse range of stakeholders.
