Job Overview: The IT Systems Engineer position is designed to support, oversee, and coordinate the development and implementation of standardized and scalable processes for the design, deployment, and maintenance of IT infrastructure, which includes network, storage, and server systems. The role is multifaceted, requiring the individual to act as a technical specialist who contributes to the design and development of procedures, standards, and best practices across all aspects of IT infrastructure. The IT Systems Engineer will also serve as a client-oriented service manager and systems administrator, ensuring effective coordination of service design and delivery. Additionally, the role involves project management responsibilities, where the engineer will coordinate and collaborate with other specialists to define, plan, and execute IT infrastructure-related projects while integrating them with broader IT initiatives. This position is critical in ensuring that the IAEA's IT infrastructure is robust, secure, and capable of supporting the organization's mission effectively.
Duties and Responsibilities: The IT Systems Engineer will be responsible for designing, implementing, and managing hybrid hosted infrastructure, including converged and hyperconverged servers, storage, and virtualization. The engineer will manage data center operations, which encompass racking, cabling, and hardware lifecycle activities, while providing technical expertise and operational support for hardware maintenance as needed. Establishing and maintaining Standard Operational Procedures (SOP) to define repeatable, comprehensive, and secure processes is essential. The engineer will also review and update IT infrastructure-related policies to ensure proper IT governance and compliance. Collaboration with others to identify and implement automation for operational efficiency and effectiveness is expected, leveraging infrastructure as code and CI/CD principles. Furthermore, the engineer will support the design, implementation, and management of cloud-based infrastructure, such as Azure cloud and Kubernetes containers. Implementing and supporting robust disaster recovery solutions for IT infrastructure, planning and executing scheduled disaster recovery tests, documenting outcomes, and implementing improvements to ensure effective restoration of ICT servers are also key responsibilities. The engineer will control infrastructure assets during their lifecycle, handle support contracts with vendors, and conduct regular health checks of assets to address any potential issues. Additionally, the engineer will design, implement, and maintain highly secure network infrastructures, including both physical and software-defined networks, and will need to understand the TCP/IP stack to define firewall rules operating at different levels of this stack.
Required Qualifications: Candidates must possess a Bachelor's Degree in Computer Science, Information Technology, or a related field. A minimum of five years of relevant working experience in designing, implementing, and maintaining IT infrastructure is required. This includes extensive hands-on experience in areas such as server hardware, server virtualization, storage and backup solutions, cloud environments (particularly Microsoft Azure), network design and security, and data center operations. Highly desirable skills include management of hyperconverged and hypervisor environments, usage of scripting for automation, and familiarity with automation platforms such as Ansible and Terraform. Knowledge of container solutions like Kubernetes, load balancers, and network and firewall technologies is also beneficial. Internationally recognized certifications in cloud, virtualization, backup and storage technologies, as well as project management certifications such as PMP or Prince2, are desirable. Additionally, certifications in information or IT security, such as CISSP, CISM, CISA, or GIAC, are advantageous.
Educational Background: The educational background required for this position includes a Bachelor's Degree from a recognized university in Computer Science, Information Technology, or a related field. This foundational education is critical as it provides the necessary theoretical knowledge and technical skills required to perform the complex tasks associated with IT systems engineering.
Experience: The position requires a minimum of five years of relevant working experience in the IT infrastructure domain. This experience should encompass a broad range of responsibilities, including designing, implementing, and maintaining IT infrastructure systems. Candidates should have extensive hands-on experience in server hardware, server virtualization, storage and backup solutions, and cloud environments, particularly Microsoft Azure. Experience in network design and security, as well as data center operations, is also essential. Languages: Excellent oral and written command of English is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.
Additional Notes: The IAEA offers an attractive remuneration package that includes a tax-free annual net base salary starting at US $71,335, subject to mandatory deductions for pension contributions and health insurance. Additionally, a variable post adjustment currently amounts to US $37,879, along with dependency benefits, rental subsidy, education grant, and relocation and repatriation expenses. Other benefits include six weeks of annual leave, home leave travel, a pension plan, and health insurance.
