Job Overview: The Chief Medical Officer (CMO) at NORCAP serves as the leading medical authority within the Organization for security" style="border-bottom: 1px dotted #007bff !important;">Security and Co-operation in Europe (OSCE). This pivotal role involves the design, implementation, and monitoring of medical and occupational health policies and procedures across the OSCE. The CMO is responsible for ensuring effective medical risk management, supporting the well-being of staff, advising management on health-related matters, and overseeing medical personnel organization-wide. The position requires a high degree of independence while fostering collaboration with colleagues across various departments, institutions, and missions. The CMO acts as the principal adviser to the Secretary General and senior management on all medical and occupational health issues, ensuring that the organization meets its duty of care obligations.
Duties and Responsibilities: The Chief Medical Officer will undertake a range of core tasks, including: developing and overseeing OSCE-wide medical and occupational health policies and procedures to ensure consistent standards across all offices and missions; managing medical risk and ensuring compliance with organizational duty-of-care requirements; advising senior management on health-related decisions; supporting staff well-being through medical guidance, assessments, and preventative health measures; leading and supervising OSCE medical personnel within the Occupational Safety and Health Unit; making authoritative medical decisions that impact staff health status and organizational risk; and collaborating with various departments, institutions, field operations, and external medical providers to ensure coordinated health management across the organization.
Required Qualifications: Candidates for the Chief Medical Officer position must possess a university degree in Medicine (MD) and a valid license to practice. Specialization in occupational medicine, emergency medicine, or healthcare management is highly desirable. Additionally, candidates should have a minimum of ten years of progressively responsible medical experience, preferably in international occupational health settings. Experience in developing health policies or procedures, strategic planning, or emergency medical coordination is essential. Strong analytical, interpersonal, and communication skills are required, along with integrity, discretion, and cultural sensitivity. Familiarity with international civil service settings and inter-agency coordination is also desirable.
