Job Overview:
The consultancy position is designed to support the OSCE's initiative to digitalize its Human Resources (HR) processes. The consultant will play a pivotal role in transforming existing HR forms and workflows into digital formats, thereby enhancing efficiency and reducing administrative burdens. The position involves creating a centralized HR Services landing page that will serve as a user-friendly interface for staff to access HR forms and service information. Additionally, the consultant will assist in implementing HR Self-Service capabilities, allowing staff to manage their benefits and entitlements through a digital platform. This role is essential for improving the overall HR service delivery and ensuring that the OSCE can provide timely and effective support to its employees.

Duties and Responsibilities:
The successful candidate will be responsible for several key tasks under the supervision of the Chief of HR analytics, systems, and payroll. These include:
  • Digitalization of HR Forms: Conducting an inventory and analysis of existing HR forms, mapping current and proposed workflows, preparing detailed design specifications for digital forms, supporting configuration, testing, refinement, and rollout, and producing documentation and training/reference materials.
  • HR Services Landing Page: Designing a centralized HR Services landing page, developing content outlines, layout options, and prototypes, coordinating with ICT/web teams to ensure alignment with corporate design standards, and assisting in testing, rollout, and communication to end-users.
  • HR Self-Service for Benefits and Entitlements: Defining functional and technical requirements for HR Self-Service processes, documenting business rules, process flows, user journeys, and system interactions, preparing functional specifications and readiness documentation, and contributing to implementation planning, testing preparation, and change-management activities.

Required Qualifications:
Candidates must have completed secondary education along with specialized training in computer science or a related field. A minimum of six years of progressively responsible experience in ERP system development is required, with demonstrated experience in Oracle Forms and Reports, Oracle E-Business Suite, PL/SQL, and Oracle database technologies. Experience in integration development using REST/SOAP APIs and Oracle Integration Cloud is essential, as well as familiarity with cloud-based ERP solutions and Robotic Process Automation tools. Candidates should also have a proven background in business analysis, workflow design, and requirements documentation, along with skills in prototyping and user-journey design. Strong communication, facilitation, and documentation capabilities are necessary for this role.

Educational Background:
The educational background required for this position includes completed secondary education and specialized training in computer science or a related field. This foundational education is critical for understanding the technical aspects of HR digitalization and ERP systems, which are central to the consultancy's objectives.

Experience:
The position requires a minimum of six years of progressively responsible experience in ERP system development. Candidates should have substantial experience with Oracle technologies, including Oracle Forms and Reports, Oracle E-Business Suite, and Oracle Fusion Cloud Applications. Experience in HR digitalization and service design is highly desirable, as is familiarity with cloud-based ERP solutions and workflow automation tools. The candidate should also have a strong background in business analysis and documentation of HR processes.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. While English is the primary language for this position, knowledge of additional languages may be considered an asset, particularly if they are relevant to the OSCE's diverse operational environment.

Additional Notes:
This consultancy assignment is temporary, with a maximum duration of up to 180 working days per calendar year. The contract type is a Special Service Agreement (SSA) or Consultant, and the position is based in Vienna at the OSCE Secretariat. The consultancy is expected to last approximately six months from the date of contract signature, with a detailed workplan and milestones to be agreed upon at project initiation.
