Job Overview:
The Associate Director, Finance and Operations will play a pivotal role within the senior leadership team at FHI 360, providing strategic oversight and operational stewardship to ensure the effective delivery of programs in Burundi. This position requires a forward-thinking leader who can design and implement systems that enhance efficiency, accountability, and financial sustainability. The individual will be responsible for overseeing financial management, operations, administration, procurement, and grants functions, ensuring compliance with FHI 360 policies, U.S. Government regulations, and local laws. The Associate Director will lead the development of financial strategies, manage risk and compliance frameworks, and ensure transparent reporting to stakeholders. This role also involves optimizing operational processes and building the capacity of finance and administrative teams, acting as a trusted advisor to the Project Director and senior technical leadership, and representing the project in high-level discussions with various stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Associate Director, Finance and Operations include providing high-level leadership in financial and operational management, advising on strategic resource allocation, leading the development and monitoring of annual budgets, ensuring compliance with relevant regulations, overseeing audits, managing procurement and logistics, and ensuring operational systems are efficient and responsive. The role also involves overseeing financial aspects of subawards, providing technical assistance to local partners, ensuring timely reporting to donors and stakeholders, supervising and mentoring teams, and developing tools for data-driven decision-making and risk management. The position demands a proactive approach to anticipating challenges and recommending innovative solutions to enhance compliance and operational performance.

Required Qualifications:
Candidates must possess comprehensive knowledge of accounting concepts, financial controls, and financial information systems. Excellent oral and written communication skills, organizational skills, and project management abilities are essential. The ideal candidate should be well-versed in state and federal laws impacting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and management controls, have familiarity with automated financial reporting, and sound knowledge of Generally Accepted Accounting Principles (GAAP). Educational Background:
A Bachelor's Degree or its International Equivalent in Finance, Business Administration, or a related field is required. Professional certifications such as CPA, ACCA, or CIMA are preferred, indicating a higher level of expertise in financial management.

Experience:
The position requires a minimum of 8 years of progressively responsible experience in financial and operational management of large, complex, donor-funded programs, with at least 3 years in senior leadership roles. Candidates should have demonstrated expertise in managing U.S. Government-funded awards and a proven track record in strategic financial planning, risk management, compliance, and leading audits for multi-million-dollar projects.

Languages:
Fluency in English and French is required, while knowledge of local languages is considered an asset, enhancing communication and engagement with local stakeholders.
