Job Overview:
The Prevention Advisor will play a crucial role in supporting the implementation of prevention-focused technical assistance under the U.S. Department of State funded Meeting Targets and Maintaining Epidemic Control (EpiC) project. This position directly contributes to the Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security Agenda (GHSA) and national efforts to enhance health regulation capacities. The advisor will lead and coordinate interventions in Risk Communication and Community Engagement (RCCE), Infection Prevention and Control (IPC), Points of Entry (POE), and other related technical areas. The role requires collaboration with national authorities, including the Ministry of Health and various One Health partners, to strengthen systems for early preparedness, detection, and response to priority infectious diseases. The advisor will also work to improve national Joint External Evaluation (JEE) indicators, ensuring that the country is better equipped to handle public health threats.

Duties and Responsibilities:
The Prevention Advisor will have a wide range of responsibilities, including:
  • Risk Communication & Community Engagement (RCCE): Providing technical assistance to enhance RCCE systems at national and subnational levels, developing and disseminating RCCE strategies, and coordinating community engagement activities.
  • Infection Prevention & Control (IPC): Offering guidance to improve IPC programs, conducting assessments, and strengthening surveillance of healthcare-associated infections.
  • Points of Entry (POE): Assessing capacities, supporting the enhancement of POE surveillance and screening procedures, and assisting national authorities in developing SOPs and emergency response plans.
  • General Prevention & Health Security Functions: Contributing to activities aimed at improving JEE scores and National Action Plan for Health Security (NAPHS) outcomes, leading prevention programs, and supporting monitoring and evaluation of interventions. The advisor will also provide administrative, logistic, and technical support as needed for project operations and contribute to annual work planning and donor reporting processes.

Required Qualifications:
Candidates must possess a Master’s degree in public health, Health Promotion, Epidemiology, Nursing, Environmental Health, or a related field; or a bachelor’s degree with additional relevant experience. A minimum of 8–10 years of experience in RCCE, IPC, POE, outbreak prevention, or public health emergency preparedness and response is required. Demonstrated experience in RCCE program management, communication strategy development, and community engagement methodologies is essential. Candidates should also have experience with facility-based or national IPC programs, implementation of POE public health protocols, and a proven understanding of JEE, NAPHS, GHSA frameworks, and One Health approaches. Strong interpersonal, communication, and coordination skills are necessary, along with excellent analytical, writing, and documentation abilities.

Educational Background:
The educational background required for this position includes a Master’s degree in public health, Health Promotion, Epidemiology, Nursing, Environmental Health, or a related field. Alternatively, a bachelor’s degree may be acceptable if accompanied by significant relevant experience in the field. This educational foundation is critical for understanding the complexities of public health systems and the specific challenges associated with infectious disease prevention and control.

Experience:
The position requires at least 8–10 years of relevant experience in areas such as Risk Communication and Community Engagement (RCCE), Infection Prevention and Control (IPC), Points of Entry (POE), outbreak prevention, or public health emergency preparedness and response. Candidates should have a strong background in managing public health programs and working with national public health systems, government stakeholders, or emergency response structures. Experience in capacity-building activities and developing technical tools or guidelines is also essential.

Languages:
Fluency in both French and English is required for this position, as effective communication with diverse stakeholders is crucial. Knowledge of Kirundi is considered an asset, as it may enhance engagement with local communities and stakeholders in Burundi.

Additional Notes:
This position may involve supervisory responsibilities and will report to the director" style="border-bottom: 1px dotted #007bff !important;">Technical Director. The role requires a minimum of 25% in-country travel to various regions.
