Job Overview:
The International Operations Manager (IOM) plays a crucial role in the Burundi Country Office, working closely with both the operations and programmes teams to achieve the overall strategy of the office. The IOM is responsible for providing leadership and advice on all aspects of office management and operations, ensuring that the Country Office functions smoothly and effectively. This position requires active participation in local inter-agency coordination groups to address UNFPA's needs in common systems and service issues. The IOM is expected to facilitate programme implementation and delivery by addressing the operational needs of various projects managed at the Country Office. This includes ensuring that administrative management policies and procedures align with the needs of the office, thereby strengthening its operational capacity.

Duties and Responsibilities:
The IOM will be responsible for a wide range of duties, including but not limited to: serving as a member of the Country Senior Management Team, providing operational support to the Representative and programme team, overseeing operational and staffing requirements, analyzing project inputs, supervising the implementation of corporate policies, ensuring strategic management of financial resources, maintaining optimal staffing levels, managing CO assets and liabilities, participating in UN inter-agency meetings, supervising administrative staff, maintaining relationships with programme and implementing partners, contributing to advocacy and resource mobilization efforts, ensuring representation functions, reviewing audit findings, and fostering a collaborative and performance-based culture within the office. The IOM will also perform other job-related duties as assigned by the UNFPA Representative to ensure the success of the country programme.

Required Qualifications:
Candidates must possess an advanced degree (Master’s) in business administration, public administration, finance, human resources, information technology, or a related field. Additionally, candidates should have at least five years of progressively responsible professional experience in administration, finance, or office management. A thorough knowledge of UN Staff Rules and Regulations, HR management policies, financial rules, and procurement is essential. Strong analytical and leadership skills, flexibility, and a client-oriented approach are also required. Excellent verbal and written communication skills, proficiency in office software applications, and corporate IT systems are necessary for this role.

Educational Background:
The educational background required for this position includes an advanced degree (Master’s) in relevant fields such as business administration, public administration, finance, human resources, or information technology. This educational foundation is critical for understanding the complexities of office management and operations within the context of UNFPA's mission and objectives.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in administration, finance, or office management. Candidates should have a proven track record of managing operations in a complex environment, demonstrating strong leadership and analytical skills. Experience working within the UN system or similar international organizations is highly desirable, as it provides valuable insights into the operational and administrative frameworks that govern such entities.

Languages:
Fluency in French is mandatory, along with a working knowledge of English. Knowledge of other official UN languages, particularly Portuguese and/or Spanish, is considered desirable and may enhance a candidate's profile for this position.
