Job Overview: The Senior People and Culture Officer position is pivotal in shaping the human resource strategy for the Burundi office. This role involves a comprehensive understanding of the office's human resource needs and working closely with project leadership to identify and fill talent gaps. The officer will ensure that all human resource policies and procedures are not only developed but also adhered to, fostering an environment of operational efficiency and effectiveness. The position requires a proactive approach to managing human resources, including recruitment, onboarding, and staff development, while ensuring compliance with local labor laws and organizational policies. The officer will report directly to the People & Culture Partner and will receive daily supervision from the EpiC Burundi Project Director/Country Representative, making collaboration and communication key components of this role.
Duties and Responsibilities: The Senior People and Culture Officer will be responsible for a wide range of duties, including but not limited to: ensuring compliance with local employment laws and FHI 360 policies; developing and managing personnel policies in collaboration with regional partners; overseeing the recruitment and onboarding processes for new employees; maintaining accurate and up-to-date personnel files; preparing and disseminating job vacancy announcements; conducting reference and background checks; managing employment contracts; preparing payroll documents; advising staff on HR-related issues; facilitating staff development and training opportunities; ensuring compliance with office practices and policies; managing employee leave requests; and conducting annual evaluations. The officer will also perform any other related duties as assigned, demonstrating flexibility and adaptability in a dynamic work environment.
Required Qualifications: Candidates must possess a Bachelor’s degree, with a Master’s degree or HR certification preferred. A minimum of 5-7 years of progressive experience in human resources is required, with a focus on increasing responsibility. Familiarity with donor-funded rules and regulations is advantageous, as is experience in international organizations. Candidates should demonstrate a comprehensive understanding of employment law, compensation, benefits administration, and organizational planning. Strong computer skills, particularly in Microsoft Office and HRIS programs, are essential, along with excellent communication and interpersonal skills. The ability to maintain confidentiality and demonstrate sound judgment is crucial.
Educational Background: The educational background required for this position includes a Bachelor’s degree as a minimum requirement. A Master’s degree in Human Resources or a related field, or a recognized HR certification, is preferred. This educational foundation is essential for understanding the complexities of human resource management and ensuring compliance with relevant laws and regulations.
Experience: The position requires a minimum of 5-7 years of experience in human resources, with a proven track record of increasing responsibility.
