Job Overview:
The Programme Analyst position at UN Women in Burundi is pivotal for the effective management of programs aimed at promoting women's economic empowerment. The role involves providing substantive inputs to the design, implementation, and evaluation of programs, ensuring that they align with UN Women’s strategic goals. The Programme Analyst will work closely with various stakeholders, including government officials, civil society, and donors, to facilitate successful program delivery. This position also emphasizes the integration of gender equality in humanitarian responses, ensuring that interventions are responsive to the needs of women and girls affected by crises. The Programme Analyst will be responsible for monitoring program results, managing budgets, and providing technical support to partners, thereby contributing to the overall mission of UN Women in promoting gender equality and women's empowerment in Burundi.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in Women Economic Empowerment by providing substantive inputs to program/project proposals and identifying areas for support and intervention.
  • Provide technical support to the implementation and management of the Women Economic Empowerment program, including leading the implementation of activities, coordinating calls for proposals, and training partners on Results Based Management.
  • Offer technical assistance and capacity development to project/program partners, maintaining relationships with national partners and facilitating technical support and training.
  • Monitor and report on program/project implementation, drafting reports on monitoring missions and contributing to evaluations and documentation of best practices.
  • Manage the financial aspects of the Women Economic Empowerment program, including budget monitoring and supervising Programme Associates and Interns.
  • Build partnerships and resource mobilization strategies, preparing relevant documentation and strengthening strategic partnerships with various stakeholders.
  • Provide technical support to inter-agency coordination efforts related to Women Economic Empowerment.
  • Contribute to advocacy, knowledge building, and communication efforts by developing background documents and coordinating advocacy campaigns and knowledge management methodologies.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. Candidates should demonstrate good program formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management and gender mainstreaming approaches in development and humanitarian programs.

Educational Background:
The educational requirement for this position includes a Master’s degree in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus, indicating a formal recognition of skills in managing projects effectively.

Experience:
The position requires at least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience specifically in Women Economic Empowerment is desirable, along with experience in liaising with government agencies and donors. Candidates should have a proven track record of leading and coaching staff in international settings and be proficient in using office software and web-based management systems. Experience in humanitarian programming and knowledge of humanitarian coordination mechanisms is also beneficial.

Languages:
Fluency in both French and English is mandatory for this position. Knowledge of another UN official working language is an asset, and excellent knowledge of Kirundi is also required, reflecting the linguistic diversity of the region and the need for effective communication with local stakeholders.
