Job Overview:
The Human Resources Officer position at WFP is designed to execute a comprehensive range of human resource management services, ensuring that WFP's policies and procedures are implemented effectively. The role requires a proactive approach to managing human resources, with the expectation that the officer will utilize their expertise to address complex HR queries independently while adhering to general guidelines. The officer will be responsible for managing resources, supporting, and coordinating a team of less experienced HR staff. This position is crucial in contributing to the efficiency of HR services tailored to meet the needs of WFP beneficiaries. The officer will also play a key role in analyzing internal and external HR issues, ensuring that the HR team aligns its activities with WFP's broader objectives, and facilitating the integration of new staff members into the organization.

Duties and Responsibilities:
  • Respond to a wide range of complex HR queries and follow up on actions taken to ensure consistency and effectiveness in HR services.
  • Delegate responsibilities and contribute to on-the-job training and development of less experienced HR support staff to ensure they are knowledgeable about HR management systems and procedures.
  • Identify evolving organizational needs and recommend modifications to HR processes and procedures to enhance service delivery.
  • Analyze various internal and external HR issues and provide responses to ensure beneficiaries are accurately informed and HR activities align with WFP's objectives.
  • Compile and analyze data related to recruitment, selection, contractual conditions, entitlements, and training to facilitate informed decision-making.
  • Support HR activities as assigned by the relevant administrator, ensuring compliance with applicable processes and procedures.
  • Facilitate the onboarding of new staff members, ensuring adherence to applicable procedures and clarity regarding employment conditions.
  • Draft complex HR-related documents, ensuring accuracy and compliance with deadlines.
  • Utilize HR management systems to input and update HR data, tracking various deadlines and ensuring information accuracy. 1
  • Manage confidential personnel files and HR databases, ensuring data is stored and updated according to established standards. 1
  • Oversee personnel deployment and manage related administrative tasks, enhancing the efficiency of HR management services to enable rapid response in crises.

Required Qualifications:
Candidates must demonstrate a thorough understanding of HR management principles and practices, with the ability to interpret and apply HR policies and procedures in a complex organizational context. Strong initiative and problem-solving skills are essential, as is the ability to collaborate effectively with employees and management. Candidates should possess a deep understanding of WFP's institutional objectives and strategic HR goals, as well as the operational challenges faced by the organization. The ability to establish and maintain internal networks to understand organizational challenges and priorities is crucial. Candidates should also have a solid grasp of talent management solutions and the implications of HR operations on the broader organizational context.

Educational Background:
The minimum educational requirement for this position is the completion of secondary education, along with a post-secondary certificate in a relevant functional area. This educational background should provide candidates with the foundational knowledge necessary for effective HR management.

Experience:
Candidates should have at least six years of professional experience in human resource management or a related field. Experience working with HR service standards in large local companies, institutions, or international NGOs is highly desirable. Experience in humanitarian assistance organizations is considered an asset. Candidates should also have experience training staff in relevant areas and responding to HR-related inquiries.

Languages:
Fluency in French (both spoken and written) is mandatory, along with proficiency in the local language, which may include Kirundi and/or Swahili. Knowledge of additional languages is considered a plus and may enhance a candidate's application.
