Job Overview: The Head of Office position at IOM Serbia is a senior leadership role that involves overseeing the overall management and administration of the IOM Serbia Office. This includes coordinating the implementation of IOM's broad programming in alignment with the organization's policies, standards, and commitments. The Head of Office will report to the Regional Director and work closely with the Chief of Mission (CoM) of the Bosnia and Herzegovina Country Office with Coordination Functions (COCF). The role requires managing various operational functions, including human resources, administration, finance, and supply chain, while ensuring compliance with IOM's rules and regulations. The Head of Office will also be responsible for leading the recruitment, training, and capacity building of staff and contractors, participating in meetings with government authorities and stakeholders, and contributing to the design and development of new projects. This position demands a proactive approach to maintaining and strengthening relationships with national, regional, and local authorities, as well as international organizations and NGOs involved in migration management.
Duties and Responsibilities:
Overall management and administration of the IOM Serbia Office, ensuring compliance with IOM policies and regulations.
Coordination of the implementation of IOM programming in Serbia, including operational, human resources, administrative, financial, and supply chain functions.
Leading the recruitment, training, and capacity building of office staff and third-party contractors based on program assessments and performance indicators.
Participating in meetings with government authorities, international organizations, NGOs, and other stakeholders to promote IOM's mission and objectives.
Maintaining and strengthening working relationships with national, regional, and local authorities, as well as other stakeholders in migration management.
Contributing to the design and development of new projects in coordination with the CoM and other program management counterparts.
Ensuring adherence to safety and security" style="border-bottom: 1px dotted #007bff !important;">security procedures for IOM staff and assets, in collaboration with the United Nations Department of Safety and Security (UNDSS).
Monitoring and supporting the implementation and reporting of all program activities in line with IOM standards and donor agreements.
Providing regular updates to the CoM on program implementation progress, challenges, and opportunities for expansion. 1
Assessing and identifying operational challenges and providing technical support for program implementation. 1
Ensuring visibility of IOM and donors as per donor agreements and relevant contexts. 1
Performing other duties as assigned by the CoM or senior management.
Required Qualifications:
Master’s degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Management, or a related field from an accredited institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
Experience in managing humanitarian, complex, and post-conflict emergencies at an international level.
Proven experience in liaising with government authorities, donors, and multi-stakeholder institutions.
Experience in project development, reporting, implementation, monitoring, and evaluation.
Familiarity with the migration management principles and practices.
Educational Background: Candidates must possess either a Master’s degree in relevant fields such as Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Management, or a related discipline from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant professional experience is acceptable. It is important that the educational qualifications are from accredited universities recognized in the UNESCO World Higher Education Database.
Experience: The position requires significant experience in managing humanitarian operations, particularly in complex and post-conflict environments at an international level. Candidates should have a proven track record of effective liaison with government authorities, donors, and various stakeholders, as well as experience in project development, implementation, monitoring, and evaluation. Familiarity with the regional context and challenges related to migration management is essential.
Languages: Fluency in Serbian, both oral and written, is mandatory for this position. Additionally, proficiency in IOM's official languages, which include English, French, and Spanish, is advantageous. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.
Additional Notes: The appointment is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level, adhering to the same recruitment qualifications and performance standards as International Professional staff. Candidates must also be certified as medically fit for appointment, and their residency, visa, and authorizations will be verified by the concerned government where applicable.
