The European and North Atlantic (EUR/NAT) Regional Office is part of the International Civil Aviation Organization (ICAO), which is a specialized agency of the United Nations. Established to promote the safe and orderly development of international civil aviation, ICAO works with its 193 member states and global aviation organizations to develop international Standards and Recommended Practices (SARPs) and to support the implementation of these standards. The EUR/NAT Regional Office, located in Paris, France, is accredited to 56 ICAO Contracting States and plays a crucial role in assisting these states in implementing ICAO's policies and decisions. The office supports extensive meeting activities, disseminates information, and encourages participation in ICAO activities, providing technical assistance to member states to enhance their aviation safety and security" style="border-bottom: 1px dotted #007bff !important;">security. Job Overview:
The Senior Strategic Planning and Communications Associate will play a pivotal role in supporting the EUR/NAT Regional Office's strategic initiatives, change management, and project management activities. This position is designed for an individual who can align promotional and communications efforts with the strategic goals of the organization. The incumbent will be responsible for effective storytelling, content creation, and stakeholder engagement, ensuring that all communications are consistent with ICAO's corporate standards. The role requires a proactive approach to identifying opportunities and challenges within the organization and developing strategies to address them. The Senior Associate will work closely with the Regional Director and other stakeholders to track progress on strategic initiatives, prepare communication strategies for organizational changes, and ensure that all promotional activities are well-coordinated and effectively executed. This position is integral to enhancing the visibility and impact of the EUR/NAT Regional Office's activities and initiatives.

Duties and Responsibilities:
The Senior Strategic Planning and Communications Associate will have a comprehensive set of responsibilities, including but not limited to:
  • Supporting the EUR/NAT Regional Office's strategic, change management, and project management activities by gathering relevant intelligence to identify opportunities, challenges, and risks.
  • Assisting in the development and updating of strategic plans, annual goals, and long-term objectives through research and analysis of organizational data and trends.
  • Tracking the progress of strategic initiatives by preparing status updates and ensuring timely delivery of objectives.
  • Preparing communication strategies for organizational changes and ensuring alignment across departments.
  • Drafting briefs on States' programme-related activities and contributing to a wide range of documents, reports, and correspondence.
  • Establishing and maintaining databases relevant to project management activities.
  • Serving as a focal point for reporting, communication, digital tools, data integration, and content creation activities.
  • Coordinating the development of content for various media platforms and ensuring consistency with ICAO's corporate standards.
  • Planning and scheduling promotional activities across diverse communication channels. 1
  • Supporting the preparation and conduct of EUR/NAT Regional Office conferences and events, including logistics and media management. 1
  • Promoting the organization's products and services and supporting outreach and engagement with potential partners. 1
  • Performing other related duties as assigned.

Required Qualifications:
The position requires a high school diploma or equivalent as a minimum qualification. A diploma or certificate in Marketing, Commerce, Communications, Public Relations, or a related field is desirable, as is a first-level university degree in communications, marketing, business administration, or a related field. Additionally, certifications such as PRINCE2 or Project Management Professional are considered advantageous. Candidates must demonstrate a strong understanding of communication digital tools, data integration, and promotional activities, along with excellent copywriting and editing skills in English. The ability to work collaboratively and effectively communicate with diverse stakeholders is essential.

Educational Background:
Candidates must possess at least a high school diploma or equivalent. A diploma or certificate in a relevant field such as Marketing, Commerce, Communications, or Public Relations is desirable. Furthermore, a first-level university degree in communications, marketing, business administration, or a related field is also desirable. Professional certifications in project management, such as PRINCE2 or Project Management Professional, are considered beneficial for this role.

Experience:
The position requires a minimum of six (6) years of relevant work experience in programme or project administration, marketing, technical cooperation, communications, public relations, or a related field. Experience in providing administrative support, including reporting and budgeting, is essential. Desirable experience includes photographic content production and editing, as well as familiarity with UN system organizations or other international organizations, which would provide valuable context for the role.

Languages:
Fluent reading, writing, and speaking abilities in English are required for this position. Additionally, a working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and would enhance the candidate's ability to engage with a broader range of stakeholders.

Additional Notes:
This is a locally-recruited position, and applicants must be authorized to work in France. The position is offered on a fixed-term basis for an initial period of three (3) years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants, adhering to the Standards of Conduct for the International Civil Service. The position offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. Remuneration for this position is set at a net base salary of EUR 48,526 per annum.
