Job Overview:
The Gender Specialist position is crucial for ensuring effective gender mainstreaming across UNDP Yemen's country programme and projects. This role involves collaborating closely with various stakeholders, including programme and project teams, UNDP system partners, and national and international organizations. The Gender Specialist will be responsible for integrating gender equality and women's empowerment into all aspects of UNDP's work, particularly focusing on poverty elimination and community resilience. The position requires strategic guidance on gender equality programs, resource mobilization, and the development of gender-responsive initiatives. The Gender Specialist will also lead efforts to monitor and evaluate gender-related activities, ensuring that gender considerations are embedded in all operational and programmatic aspects of the organization.

Duties and Responsibilities:
1) Provide guidance and support for gender equality programs and integration within the office, including strategic direction on the implementation of gender within the country programme document. 2) Advise and support management and project personnel on the UNDP Gender Equality Strategy implementation. 3) Oversee the development of gender activities under the country office's portfolio, ensuring synergies and maximizing results. 4) Build strategic partnerships and resource mobilization by identifying opportunities for collaboration and developing a gender resource mobilization plan. 5) Mainstream gender equality in programmes and operations by conducting gender analysis and integrating gender considerations into annual plans. 6) Lead monitoring and evaluation efforts, developing gender-transformative indicators and ensuring effective application of gender mainstreaming throughout the project cycle. 7) Ensure gender equality integration into communication and knowledge management efforts, producing strategic guidance and documenting lessons learned. 8) Foster partnerships and networks with gender experts and organizations, assessing learning gaps and developing capacity-building plans.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in International Development, Affairs, Social/Public Policy, Gender, Economics, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered in lieu of a master’s degree. A minimum of five years of relevant work experience is required for candidates with a master’s degree, or seven years for those with a bachelor’s degree, specifically in gender technical advice, research, policy formulation, and project management. Proficiency in office software and web-based systems is essential, along with experience in crisis/post-conflict settings and familiarity with UN agencies or major NGOs.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree) in fields such as International Development, Gender Studies, Social/Public Policy, or Economics. Candidates with a bachelor’s degree in these areas, along with additional relevant experience, may also be considered. Professional certifications in data analysis or research skills, as well as advanced proficiency in software tools like Excel, Power BI, STATA, SPSS, or Kobo Toolbox, are desirable but not mandatory.

Experience:
The position requires a minimum of five years of relevant work experience for candidates with a master’s degree, or seven years for those with a bachelor’s degree. This experience should encompass gender technical advice, research, policy formulation, and project management. Candidates should also have experience in crisis or post-conflict countries and a proven track record of fostering networks and partnerships. Experience coordinating or advising with UN agencies or major NGOs is highly valued, as is experience in designing training programs for staff and implementing partners to build capacity in gender-related monitoring and evaluation activities.

Languages:
Fluency in both English and Arabic is required for this position. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and partners.
