Job Overview: The position of Missions is critical to ensuring the relevance and quality of the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihoods (FSL) portfolio of SI in Yemen. The successful candidate will be responsible for developing a pertinent FSL strategy that responds to the local context and needs, enhancing the quality of FSL elements, and integrating crosscutting programmatic subjects such as protection perspectives, environmental considerations, climate change, disaster risk reduction, and information management. The role involves steering and leading the technical follow-up of the existing portfolio, which is essential given the challenges faced by the Yemen Mission in 2024, including a budget of around 20 million Euros and multiple donors. The candidate will need to navigate a landscape of reducing humanitarian funding and ensure the sustainability of the mission through strategic investments and partnerships.
Duties and Responsibilities: The primary duties and responsibilities for this position include:
Ensuring the pertinence and quality of the FSL portfolio by developing and implementing a comprehensive FSL strategy.
Leading the technical follow-up of existing projects and ensuring they meet the needs of the affected populations.
Developing key investments, studies, and concept notes to kickstart new programmatic approaches in the livelihood sector.
Integrating crosscutting elements such as protection mainstreaming and environmental considerations into all FSL activities.
Collaborating with various stakeholders, including local and international partners, to enhance program quality and innovation.
Monitoring and evaluating the impact of FSL interventions and making necessary adjustments to improve outcomes.
Reporting on progress and challenges to senior management and donors.
Required Qualifications: Candidates must possess a minimum of a Bachelor's degree in a relevant field. Additionally, they should have at least five years of experience in the humanitarian sector, with three to four years in a similar position. Experience in implementing cash and livelihood projects, as well as developing studies and concept notes for development donors, is essential. Candidates should demonstrate solid experience in livelihood programming and possess advanced communication and analytical skills. The ability to manage conflicting priorities and work under tight deadlines in a challenging humanitarian environment is crucial.
Educational Background: A minimum of a Bachelor's degree in a relevant field is required for this position. Candidates with advanced degrees or specialized training in humanitarian aid, food security, or related areas will be preferred.
Experience: The position requires a minimum of five years of experience in the humanitarian sector, with at least three to four years in a similar role. Candidates should have a proven track record in implementing cash and livelihood projects and developing studies and concept notes for development donors. Solid experience in livelihood programming is essential, along with the capacity to enhance the quality of FSL programs.
Languages: Fluency in written and oral English is mandatory for this position. Proficiency in Arabic is considered an asset and will be beneficial for communication within the local context.
Additional Notes: This is a salaried position with a starting salary of EUR 2600 gross per month, which includes a base salary of EUR 2860 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months, along with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions are described as comfortable, with individual rooms and common spaces available. However, the security situation in Aden is unstable, and movements for international staff are highly constrained.
