Job Overview: The Programme Officer (Education) position is crucial for enhancing the quality of education in Yemen by empowering the Technical Vocational Training Centers (TVTC) teaching workforce. The selected candidate will be tasked with assessing the current educational landscape, identifying gaps in the teaching staff's skills, and implementing training programs that align with modern pedagogical standards. This role requires a deep understanding of educational methodologies, particularly in integrating gender-responsive pedagogy and technology into teaching practices. The Programme Officer will work closely with local authorities and partners to ensure that the training provided is relevant and effective, ultimately leading to improved educational outcomes for students. The position also involves developing training materials and conducting capacity-building sessions for TVTC staff, ensuring that the training is tailored to meet the specific needs identified during the assessment phase.
Duties and Responsibilities: The duties and responsibilities of the Programme Officer (Education) include:
Developing and submitting an inception report that outlines the methodology, workplan, and timeline for the project.
Conducting a comprehensive needs assessment to evaluate existing training modules and the current capacity of TVTC staff.
Compiling the findings into a Needs Assessment Report that identifies key gaps and needs.
Contextualizing and developing draft training modules based on the assessment findings.
Presenting the draft modules to IOM and local partners for feedback and finalization.
Creating relevant training materials, including handouts, slide decks, evaluation tools, and guidelines for inclusive teaching practices.
Leading the delivery of capacity-building training sessions for TVTC staff.
Monitoring and documenting the implementation of training, gathering participant feedback, and evaluating the impact of the training.
Submitting a comprehensive report in both English and Arabic that highlights the needs and gaps of TVTC teaching staff and the results of the training. 1
Performing other tasks as assigned by the Programme Officer (Peace and Recovery).
Required Qualifications: Candidates must possess an advanced university degree in Education, Curriculum Development, Social Sciences, or a related field. Additionally, proof of a valid teacher training certificate is required if applicable. The ideal candidate should have excellent writing, presentation, and communication skills in both English and Arabic, with the ability to convey complex concepts clearly. Proficiency in Microsoft applications such as Word, Excel, and PowerPoint is essential. Familiarity with the local education context and policies, as well as experience in liaising with national authorities and organizations, is highly desirable. A strong understanding of gender-responsive pedagogy and the integration of technology in education is also advantageous.
Educational Background: The educational background required for this position includes an advanced university degree in Education, Curriculum Development, Social Sciences, or any other relevant discipline. Candidates should also provide proof of a valid teacher training certificate if applicable, demonstrating their qualifications in the field of education and training.
Experience: A minimum of five years of practical experience in teacher professional development, curriculum development, or a similar role is required. Candidates should have previous experience in teacher training or instructional design, with a strong familiarity with current best practices and modern pedagogical approaches. Experience in designing, developing, and delivering capacity-building curricula and tools for teacher training is highly advantageous. Additionally, prior experience working with international organizations or government education programs will be considered an asset.
Languages: Fluency in both English and Arabic is mandatory for this position, encompassing both oral and written communication. The selection process will specifically evaluate proficiency in these languages, which may include written and/or oral assessments. While English, French, and Spanish are the official languages of IOM, the ability to communicate effectively in English and Arabic is crucial for this role.
Additional Notes: The position is subject to funding confirmation, and any offer made to the candidate will depend on this. Appointment will also be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations. IOM provides coverage against occupational accidents and illnesses under its Compensation Plan, but does not offer evacuation or medical insurance for non-occupational incidents.
