Job Overview:
The International Programme Coordinator plays a crucial role in leading and overseeing the operations of UNFPA's programs in Yemen. This position is responsible for the day-to-day management of program activities, ensuring that they align with UNFPA's strategic objectives and priorities. The Programme Coordinator will provide technical leadership and guidance to ensure effective implementation of humanitarian, recovery, and development programs. This includes advancing UNFPA's policy and advocacy agenda, building partnerships with government entities, UN agencies, and civil society organizations, and ensuring that program results are achieved in accordance with UNFPA standards. The role requires a strong focus on evidence-based advocacy and policy dialogue, as well as the ability to coordinate actions among various stakeholders to maximize impact. The Programme Coordinator will also be responsible for resource mobilization efforts, analyzing potential donor opportunities, and preparing project proposals that align with donor priorities.

Duties and Responsibilities:
The Programme Coordinator's duties include:
  • Leading the implementation and performance management of UNFPA's programs, ensuring alignment with organizational priorities.
  • Facilitating policy dialogue and advocacy efforts with state authorities and key institutions to advance reproductive health, population development, youth, and gender-based violence priorities.
  • Mapping and maintaining an updated inventory of humanitarian and development partners, coordinating actions for effective program delivery.
  • Participating in UN system joint initiatives and providing technical advice to thematic groups.
  • Building and maintaining strong relationships with key partners, including WHO, World Bank, UNDP, UNICEF, WFP, OCHA, UNAIDS, and UN Women.
  • Contributing to the implementation of the Country Programme in areas related to population and development, reproductive health, youth, and gender-based violence.
  • Planning and monitoring UNFPA's provincial response in the area of gender-based violence in collaboration with the humanitarian response team.
  • Analyzing socio-economic and political developments and their implications for UNFPA-supported programs.
  • Overseeing the management of humanitarian, recovery, and development components of UNFPA's operations. 1
  • Supporting resource mobilization strategies by preparing briefs and project proposals. 1
  • Representing UNFPA in regional and national coordination forums and documenting best practices and lessons learned.

Required Qualifications:
Candidates must possess an advanced degree in social work, social sciences, public health, community health, international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights, or a related field. Additionally, a minimum of 5 years of experience in reproductive health and gender issues in international humanitarian or development settings is required. Experience in humanitarian coordination and program management is essential, along with demonstrable knowledge of reproductive health and protection issues in humanitarian contexts. Candidates should also have a strong understanding of the roles and responsibilities of humanitarian actors and the humanitarian reform process. Required competencies include integrity, commitment to diversity, accountability, and the ability to work effectively in teams while communicating for impact.

Educational Background:
The position requires an advanced degree in relevant fields such as social work, social sciences, public health, community health, international relations, international law, or human rights. This educational background is essential for understanding the complexities of reproductive health, gender issues, and humanitarian coordination.

Experience:
Candidates should have a minimum of 5 years of relevant experience in reproductive health and gender issues, particularly in international humanitarian or development settings. Experience in humanitarian coordination and program management is crucial, as well as a solid understanding of the humanitarian reform process and the roles of various humanitarian actors. The ideal candidate will have a proven track record of successfully managing programs and advocating for reproductive health and gender equality in challenging environments.

Languages:
Proficiency in English is mandatory, and working-level knowledge of Arabic is required. This linguistic capability is essential for effective communication with local partners, stakeholders, and beneficiaries in Yemen.
