  • It is the first humanitarian cooperative founded with the mission to enhance the impact of humanitarian aid by strengthening collaboration and implementing joint projects in the countries where it operates. Hulo is led by humanitarian organizations and regularly integrates new members. The cooperative operates in seven countries across three regions, focusing on shared initiatives in procurement, human resources, and environmental management. Hulo coordinates international humanitarian transport initiatives to address the most severe humanitarian crises and continuously develops digital solutions to serve the humanitarian community. The organization emphasizes a collaborative and participatory approach, leveraging collective intelligence and fostering a community of practice. Hulo's operational team consists of about forty collaborators, with seven based at the headquarters and approximately fifteen in the field.

Job Overview:
The position of Country Representative involves developing the country strategy, representing hulo, and mobilizing a broad network of humanitarian organizations around hulo's approach. The representative facilitates cooperation among various stakeholders and reinforces solidarity between organizations. This role is crucial in intensifying shared initiatives and institutionalizing new services. The representative is responsible for ensuring regular financial visibility, contributing to team cohesion, and maintaining accurate capitalization. The position is directly supervised by the regional operations coordinator, and the representative must navigate specific challenges such as positioning hulo within the ecosystem, ensuring stakeholder engagement, and developing value creation through the community.

Duties and Responsibilities:
The main duties and responsibilities of the Country Representative include developing and implementing the annual operational strategy for the country, ensuring representation and engagement of all stakeholders, monitoring and capitalizing on each initiative while overseeing activity implementation, and managing support aspects such as financial management, human resources, and security" style="border-bottom: 1px dotted #007bff !important;">security. The representative must also facilitate cooperation among stakeholders, develop relationships with funding partners, and contribute to the overall mission of hulo in the country.

Required Qualifications:
Candidates must possess a Master's degree and have three to five years of experience in a similar role within the humanitarian sector. They should have experience in coordination and representation, as well as in managing relationships with national authorities and both national and international partners. Experience in multi-actor project management, structured around a common goal involving autonomous and interdependent stakeholders, is essential. Candidates should also have experience in agile project management, emphasizing consultation, co-responsibility, and voluntary engagement rather than centralized authority. A good understanding of humanitarian supply chain management and donor regulations is required.

Educational Background:
The educational background required for this position is a Master's degree. This advanced degree is essential for understanding the complexities of humanitarian operations and the strategic development necessary for the role.

Experience:
Candidates should have three to five years of relevant experience in the humanitarian sector, particularly in roles that involve coordination, representation, and project management. Experience in working with diverse stakeholders and managing multi-actor projects is crucial for success in this position.

Languages:
Fluency in French and English is mandatory for this position, as these are the primary languages of communication within the organization and with stakeholders. Proficiency in Arabic is considered an asset, enhancing the candidate's ability to engage with a broader range of partners and communities.

Additional Notes:
This position is based in N’Djaména, Chad, and is offered as a short-term contract lasting nine months. The gross monthly salary starts at €3080, which includes a base salary of €2800 plus a 10% vacation allowance, depending on the candidate's experience. Additionally, a per diem of 390,000 FCFA per month is provided. The organization implements a work-break system, allowing for a break of seven working days every three months, along with an extra day off for each month worked. Expatriates receive comprehensive health insurance covering medical, surgical, dental, and ophthalmological expenses, as well as repatriation costs. Vaccination and necessary malaria treatment costs are also reimbursed.
