Job Overview:
The International Monitoring and Evaluation Consultant will play a crucial role in overseeing and providing monitoring, evaluation, and learning (MEL) support for the entire Women's Economic Empowerment (WEE) portfolio. This position is supervised by the Regional Advisor for Women’s Economic Empowerment and involves close collaboration with a Junior International Consultant on Monitoring and Evaluation. The consultant will lead MEL for various projects, including the Gender Action Lab, which aims to foster private sector innovations that advance gender equality and women's empowerment. The consultant will also be involved in initiatives like WE RISE Together Phase 2, which focuses on advancing Gender-Responsive Procurement in the Mekong subregion, and the Climate and Care Entrepreneurship Programming, which supports women-owned enterprises in the care and green economies. The consultant's responsibilities will include developing monitoring and evaluation plans, ensuring alignment with UN Women standards, and supporting data collection and analysis related to women's access to decent work and entrepreneurship.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including leading M&E planning, monitoring, and reporting for specific programme results. This involves providing technical support for the design and review of WEE programme results frameworks, ensuring alignment with UN Women corporate indicators, and supporting the development of monitoring and evaluation plans and tools. The consultant will also monitor programme implementation, support data collection and analysis, and assist in preparing donor reports. Additionally, the consultant will provide guidance and technical support to Programme Leads, ensuring quality in monitoring and reporting activities, and will coordinate results monitoring and corporate reporting work within the WEE Unit. The consultant will also supervise a Junior M&E Consultant, build their capacity, and facilitate knowledge sharing within the team.

Required Qualifications:
Candidates must possess a strong understanding of programme formulation and implementation, particularly in Results Based Management (RBM). They should have extensive knowledge of monitoring and evaluation methodologies, evaluation design, data collection and analysis, and reporting. Experience managing multi-country reporting and evaluation is essential, along with the ability to synthesize program performance data and produce analytical reports. Proficiency in UN programme management systems is also required, along with strong analytical and results-based drafting skills.

Educational Background:
A Master’s degree in Business, Management, Statistics, Political or Social Science, Economics, International Development Studies, Gender/Women’s Studies, or related fields is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
Candidates should have at least 5 years of relevant experience in monitoring and evaluation, particularly in Women's Economic Empowerment. Strong knowledge of various data collection methods is required, along with experience working with UN Women and other UN agencies. Experience with international donors, such as the EU or Australian DFAT, is considered an asset, as is experience working in the Asia Pacific region and in Knowledge Management.

Languages:
Strong proficiency in English is mandatory, while knowledge of other UN languages is considered an asset. Candidates must also demonstrate strong results-based drafting skills, which will be assessed through a writing sample.

Additional Notes:
This consultancy is office-based in Bangkok, Thailand, with potential travel required to the Asia-Pacific region as needed. The consultant will receive a monthly rate upon submission of monthly update reports approved by the supervisor.
