Job Posting Organization:
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) was established to promote economic and social development in the Asia-Pacific region. ESCAP has been providing sustained technical assistance to its member States for the implementation of the Regional Action Framework on Civil Registration and Vital Statistics (CRVS) in Asia and the Pacific. The organization aims to ensure that every individual in the region is counted, protected, and visible through resilient and inclusive CRVS systems. ESCAP operates in multiple countries across the Asia-Pacific region, focusing on addressing systemic gaps in CRVS and supporting countries to strengthen their civil registration systems. The organization has been instrumental in promoting the CRVS Decade (2015-2024) and its extension to 2030, aligning its efforts with the 2030 Agenda for Sustainable Development.

Job Overview:
The consultant will support Rajasthan’s Directorate of Economics and Statistics and other relevant ministries/agencies engaged in the state-level CRVS system. The primary functions include assessing inequalities in CRVS in Rajasthan, conducting assessments, analyses, and redesigning birth and death registration processes. The consultant will identify population groups with lower registration rates and quantify gaps relative to the rest of the population. This role requires triangulation across various data sources to estimate the completeness of birth and death registration, ensuring that marginalized groups are not excluded. The consultant will also engage in business process improvement (BPI) to streamline CRVS workflows, focusing on simplifying and standardizing processes for the registration of vital events. The ultimate goal is to enable timely and complete registration and produce accurate vital statistics to support service delivery and evidence-based decision-making.

Duties and Responsibilities:
The consultant will undertake several key tasks, including conducting a desk review of relevant legislation and previous assessments, supporting the establishment of a state-level CRVS Core Team, and contributing to the design and delivery of an inception workshop. They will identify and map available data sources for assessing CRVS inequalities, conduct quantitative analyses of registration completeness, and investigate behavioral drivers impacting civil registration. The consultant will also support consultations with CRVS stakeholders to document current business processes, develop detailed process descriptions and maps, and facilitate workshops for capacity building. Additionally, they will contribute to the preparation of draft and final reports, integrating findings from the inequality assessment and business process mapping, and assist in organizing validation and dissemination workshops.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Demography, Statistics, Social Sciences, or related fields. An advanced degree in Demography or Statistics is advantageous. At least three years of experience in providing technical assistance to strengthen national data systems, including support to statistical production and administrative systems, is required. Candidates should have at least two years of experience in official statistics, preferably with demonstrated experience in demographic analysis. A strong understanding of civil registration and vital statistics systems, as well as demographic modeling and estimation skills, is essential. Excellent drafting, coordination, planning, communication, and organizational skills are also required.

Educational Background:
A Bachelor’s degree in Demography, Statistics, Social Sciences, or related fields is required for this position. An advanced degree in Demography, Statistics, or related fields will be considered an advantage, as it demonstrates a higher level of expertise and understanding of the complexities involved in civil registration and vital statistics systems.

Experience:
The position requires at least three years of experience in providing technical assistance to strengthen national data systems, such as CRVS systems. Candidates should have at least two years of experience in official statistics, with a preference for those who have demonstrated experience in demographic analysis. Understanding of official statistics in the Asia-Pacific region and working experience with a national statistical office in the region is desirable.

Languages:
While specific language requirements are not mentioned, proficiency in English is likely essential for communication and reporting purposes. Knowledge of local languages may be beneficial for community engagement and consultations, particularly in Rajasthan.
