Job Overview: The Finance and Administrative Officer position is crucial for providing financial and administrative support for two significant U.S. Government-funded projects managed by FHI 360 in Thailand: the EpiC Project, which aims to enhance the national HIV/AIDS response, and the Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) project, which strengthens Thailand's public health systems. The officer will assist the Finance & Admin Team in ensuring smooth project operations through effective administrative coordination, documentation, procurement, and financial management. This role requires a proactive approach to support project team members in delivering high-quality outputs and maintaining compliance with financial regulations and organizational policies.
Duties and Responsibilities:
Financial Function: Provide comprehensive administrative and financial support, including troubleshooting, updating activity work plans, coordinating travel arrangements, processing advance clearances, and monitoring program activities. Support project team members in delivering high-quality outputs to vendors and coordinate technical visits and travel authorizations. Ensure accurate recording of all financial transactions in the accounting system (GFAS) and timely reporting to stakeholders. Maintain the accounting system to support program monitoring and decision-making.
Budget Monitoring and Compliance: Monitor project budgets in collaboration with program and finance teams to ensure alignment with approved budgets. Review invoices and payment requests for accuracy and compliance with FHI 360 policies and donor regulations. Conduct analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis to support effective resource utilization.
Payment Processing and Internal Controls: Prepare and process payments, ensuring compliance with local tax regulations. Conduct pre-audits of financial documents to verify accuracy and maintain strong internal controls.
Financial Systems and Data Management: Maintain organized financial filing systems and ensure the integrity of financial data across systems.
Administrative Support: Provide administrative support to program teams, including document preparation, scheduling meetings, and logistical coordination.
Travel and Logistics Coordination: Arrange travel logistics for staff and consultants, including flights and accommodation.
Coordination and Communication: Liaise with internal teams and external stakeholders to ensure smooth operations.
Other Duties: Perform additional duties as assigned to support program implementation and organizational objectives.
Required Qualifications: Candidates must possess a Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. A minimum of 3–5 years of progressively responsible experience in accounting or financial management is required. Experience in donor-funded projects, international organizations, or NGOs is highly desirable. Candidates should have proven experience in general ledger management, financial reporting, and reconciliations, as well as strong knowledge of accounting standards and principles. High proficiency in Microsoft Excel and relevant financial tools is essential, along with an understanding of local tax laws and payroll processes.
Educational Background: A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field is mandatory for this position. This educational background provides the foundational knowledge necessary for effective financial management and administrative support in a complex project environment.
Experience: The position requires a minimum of 3–5 years of progressively responsible experience in accounting or financial management. Candidates should have experience working in donor-funded projects, international organizations, or development programs, which is highly desirable. Proven experience in general ledger management, financial reporting, and reconciliations is essential, as well as experience supporting financial audits and responding to audit findings.
Languages: Fluency in English is mandatory, as the role involves communication with international stakeholders and documentation in English. Knowledge of Thai or other regional languages would be considered a valuable asset, enhancing communication with local partners and stakeholders.
Additional Notes: The expected hiring salary range for this role is THB 600,000 to 700,000 annually for basic salary.
