Job Overview:
The Regional Evaluation Research Consultant will play a crucial role in supporting the evaluation processes within UN Women, particularly in the Asia and Pacific region. This position is designed for an individual consultant who will work on a retainer basis, providing expertise in gender-responsive evaluations and contributing to the overall implementation of regional and country portfolio evaluations. The consultant will be expected to work from home, connecting with the team during Asia and Pacific working hours. The role involves a variety of tasks, including document review, stakeholder analysis, and data collection, all aimed at enhancing accountability and informing decision-making related to gender equality and women's empowerment.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Supporting the evaluation planning stage by reviewing relevant documents and providing insights into the thematic area.
  • Assisting in the evaluation inception phase by conducting stakeholder analysis and contributing to the development of evaluation methodologies.
  • Participating in data collection efforts, including conducting interviews and ensuring adherence to ethical guidelines.
  • Analyzing evaluation data and contributing to the reporting phase by providing substantive inputs to findings and synthesis reports.
  • Delivering high-quality outputs, including inception presentations, reports, and analytical products, while adhering to UNEG ethical guidelines and standards.
  • Collaborating with the Regional Evaluation Specialist and other team members to ensure effective communication and project management.

Required Qualifications:
Candidates must possess a Master's degree in a relevant field such as Social Sciences, Gender Equality, or Evaluation. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Additionally, candidates should have at least two years of work experience in gender-responsive evaluation or related fields, with a strong understanding of gender analysis and human rights-based approaches. Proficiency in using data analysis tools such as NVIVO or Dedoose is essential, along with experience in participatory evaluation methods. Familiarity with UN processes and experience in the Asia and Pacific region are considered assets.

Educational Background:
A Master's degree in a relevant field is required for this position. Candidates with a first-level university degree may be considered if they have additional qualifying experience. The educational background should be aligned with the responsibilities of conducting evaluations and gender analysis, ensuring that the consultant has the necessary theoretical and practical knowledge to perform effectively in this role.

Experience:
The position requires a minimum of two years of relevant work experience, particularly in gender-responsive evaluation or related fields. Candidates should demonstrate experience in gender analysis, human rights-based approaches, and the use of evaluation methodologies. Experience working with international organizations, particularly within the UN system, is highly desirable. Familiarity with the Asia and Pacific region will be an added advantage, as it will enhance the consultant's understanding of the local context and challenges related to gender equality.

Languages:
Proficiency in English is mandatory for this position, as all communications and deliverables will be conducted in this language. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions where evaluations are conducted.

Additional Notes:
This consultancy is home-based, with the possibility of travel for missions as required. The contract duration is from August 1, 2026, to July 31, 2029, with a maximum of 400 days of assignment. The consultant will be expected to adhere to UN Women’s policies and procedures, including ethical guidelines and standards of conduct. The position is classified as an international consultant equivalent to P2 level, and applicants must ensure that all sections of the application form are completed to avoid disqualification.
