Job Overview:
The Associate HR Co-ordinator plays a crucial role in the Department of Human Resources (DHR) within the OSCE Secretariat. This position is designed for individuals who are seconded from their respective participating States and is classified as a P2-level role in the UN common system. The Associate HR Co-ordinator is responsible for planning and coordinating various HR programs and interventions, particularly in relation to the appointment of senior officials. The role requires the development of communication programs to promote HR management objectives and practices, as well as the coordination of the HR Unified Budget and extra-budgetary programs. The Associate HR Co-ordinator will work under moderate supervision, ensuring that HR interventions align with departmental objectives and providing technical support to enhance organizational coherence. This position is integral to the strategic human resource planning and delivery of HR management services across the OSCE, contributing to a positive workplace culture and effective employee lifecycle management.

Duties and Responsibilities:
The duties and responsibilities of the Associate HR Co-ordinator include:
  • Coordinating HR actions for the timely appointment and assignment of senior OSCE officials, including liaising with various stakeholders such as the Chairpersonship-in-Office and host countries.
  • Supporting the development of DHR inputs to the Unified Budget process by coordinating inputs from DHR units and ensuring consistency with broader financial planning.
  • Facilitating cross-cutting HR planning within DHR and across OSCE institutions, including communication on HR management matters and participation in working groups to address organizational HR priorities.
  • Conducting assessments of human resource requirements for extra-budgetary projects, ensuring compliance with OSCE HR policies.
  • Supporting DHR's responses to internal and external audit recommendations related to HR management, monitoring implementation and maintaining accurate records.
  • Performing other duties as assigned by the Director for Human Resources.

Required Qualifications:
Candidates must possess a first-level university degree in human resource management, social studies, or a related discipline. A minimum of four years of professional-level experience in human resource management or public administration is required, with at least two years of experience acceptable if the candidate holds a second-level university degree. Candidates should demonstrate experience in coordinating among diverse stakeholders and possess a strong understanding of contemporary HR management issues and practices. Proficiency in drafting and presenting business communications, familiarity with project development methodologies, and experience with budgeting processes are also essential. Candidates must exhibit excellent oral and written communication skills in English, and knowledge of another OSCE official language is considered an asset. Additionally, candidates should demonstrate gender awareness and sensitivity, and the ability to work effectively in a diverse team environment.

Educational Background:
The educational background required for this position includes a first-level university degree, which is equivalent to a bachelor's degree, in human resource management, social studies, or a related field. This foundational education is critical for understanding the complexities of human resource management within an international organization like the OSCE.

Experience:
The level of experience needed for the Associate HR Co-ordinator position includes a minimum of four years of professional experience in human resource management or public administration.
