Job Overview:
The International Operations Manager (IOM) plays a pivotal role in supporting the delivery of the UNFPA country programme, which is aligned with the 2030 Agenda. The IOM is responsible for strategic planning and management of UNFPA operations, which includes financial and human resources management, procurement, IT, travel and logistics, and security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and staff. This position requires a strong focus on compliance, cost-effectiveness, and innovative solutions to complex challenges. The IOM will work closely with the Representative to ensure that the operations are efficient and effective, ultimately impacting the overall success of the Country Office operations and the delivery of high-quality results to the most vulnerable populations.

Duties and Responsibilities:
The IOM will be responsible for the strategic direction of UNFPA operations, ensuring that the country programme is delivered effectively and transparently. Key responsibilities include:
  • Contributing to the delivery of the country programme and ensuring compliance with established policies and procedures.
  • Setting annual and long-term management targets for the Country Office.
  • Improving business management effectiveness and efficiency.
  • Building staff capacity through coaching and mentoring.
  • Overseeing financial management, ensuring the integrity of financial systems and budget requirements.
  • Supporting human resources management, including recruitment and staff development.
  • Managing general administration, including travel and logistics.
  • Ensuring high-quality procurement and project support services.
  • Supporting the development and management of common services with other UN organizations. 1
  • Ensuring the safety and security of UNFPA staff and premises. 1
  • Building partnerships on operational issues and representing UNFPA in inter-agency meetings.

Required Qualifications:
Candidates must possess an advanced university degree in Public Administration, Business Administration, Economics, Management, or a related field. They should have at least 7 years of experience in development within governmental, multilateral, or civil society organizations, including a minimum of 3 years in managing teams in complex settings. Strong knowledge in procurement, financial and human resources management, and the ability to lead strategic planning and results-based management are essential. Candidates should also demonstrate the ability to build strong relationships with clients and respond positively to feedback, as well as possess solid knowledge in contract and asset management.

Educational Background:
An advanced university degree in disciplines such as Public Administration, Business Administration, Economics, Management, or other related fields is required for this position. This educational background is crucial for understanding the complexities of operations management within the context of UNFPA's mission and objectives.

Experience:
Candidates should have a minimum of 7 years of relevant experience in development, particularly in a governmental, multilateral, or civil society organization. This experience should include at least 3 years in a managerial role within a complex organizational setting. Field experience, especially in developing or humanitarian contexts, is essential to understand the challenges faced by UNFPA in delivering its mandate effectively.

Languages:
Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions in which UNFPA operates.
