Job Overview: The Program Officer, Monitoring, Evaluation, & Reporting will play a crucial role in the U.S. Global Assisted Voluntary Return (AVR) Program, which is a core area of IOM's expertise. This position involves maintaining and adjusting the overall monitoring and evaluation framework for the AVR Program, ensuring compliance with IOM and donor standards. The officer will be responsible for collecting and analyzing data, creating and maintaining M&E tools, and ensuring their correct use by project staff. The role also includes drafting donor reports, conducting analysis of M&E exercises, and sharing findings with relevant stakeholders. The Program Officer will undertake field monitoring missions, provide technical support for data collection, and contribute to project development and proposal amendments. Additionally, the officer will organize training sessions on M&E for project staff and partners, preparing periodic reports on M&E activities and proposing operational improvements.
Duties and Responsibilities: The duties and responsibilities of the Program Officer include:
Maintaining and adjusting the overall monitoring and evaluation framework for the U.S. Global AVR Program in coordination with relevant coordinators.
Collecting and analyzing data for M&E activities, ensuring adherence to standards.
Creating and maintaining M&E tools and databases, ensuring their correct use by project staff.
Drafting and submitting donor reports and strategic documents.
Conducting analysis of M&E findings and preparing evaluation reports.
Keeping track of project indicators and updating planning databases.
Supporting data quality revisions and identifying bottlenecks for corrective actions.
Undertaking field monitoring missions for data collection.
Providing technical support for accurate data collection to staff and partners. 1

Required Qualifications: Candidates must possess a Master’s degree in Monitoring and Evaluation, Social Sciences, International Relations/Affairs, Research, Law, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a Bachelor’s degree in the aforementioned fields with seven years of relevant experience is acceptable. Candidates should have experience in project conceptualization, development, monitoring, reporting, and evaluation, as well as in designing M&E methodologies and tools. Experience in organizing consultations and workshops with stakeholders is also required, and familiarity with assisted voluntary return and reintegration programs is preferred.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as Monitoring and Evaluation, Social Sciences, International Relations/Affairs, Research, or Law from an accredited academic institution. A Bachelor’s degree in these fields is acceptable if accompanied by additional relevant professional experience. The educational qualifications should provide a strong foundation in research methodologies and analytical skills necessary for effective monitoring and evaluation.
Experience: The position requires a significant level of experience, specifically five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a Bachelor’s degree. Candidates should have a proven track record in project conceptualization, development, monitoring, reporting, and evaluation. Experience in designing M&E methodologies and tools, as well as organizing stakeholder consultations and workshops, is essential. Familiarity with assisted voluntary return and reintegration programs is preferred, indicating a need for candidates to have practical experience in similar contexts.
Languages: Fluency in English, both oral and written, is required for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates possess the necessary communication skills for the role.
Additional Notes: The contract type for this position is Special Short Term Graded, with an initial duration of nine months and the possibility of extension. The position is classified at the P-3 grade level, indicating a professional level of responsibility.
