Job Overview: The UN System Coordination and Policy Consultant position is crucial for supporting UN Women China in its mission to promote gender equality and women's empowerment. The consultant will work under the direct supervision of the Country Representative and will be responsible for providing strategic research, data analysis, and advocacy support. This role involves managing the day-to-day secretariat functions of the UN Gender Theme Group (UNGTG), overseeing the implementation of its workplan, and supporting joint initiatives such as campaigns and programs aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) for China (2026–2030). The consultant will also serve as the Youth Focal Point for UN Women China, engaging with youth-related initiatives and coordinating efforts to ensure that the voices of young people are included in gender equality discussions and actions. This position requires a proactive approach to research and advocacy, as well as strong coordination skills to facilitate collaboration among various UN agencies and stakeholders.
Duties and Responsibilities:
Conduct research and analysis on key policy and programmatic priority areas, contributing to normative change and advocacy efforts. This includes drafting advocacy materials such as speeches, talking points, and op-eds for senior leadership.
Support program development by preparing background papers and conducting data analysis in collaboration with relevant teams.
Provide analytical inputs for the Common Country Analysis and develop the gender equality country profile in line with the Gender Equality Acceleration Plan (GEAP).
Facilitate coordination among UN agencies in China, liaising with the Resident Coordinator’s Office and other stakeholders to ensure effective participation in intergovernmental processes.
Manage the UNGTG's day-to-day operations, monitor workplan activities, and report on progress.
Represent UN Women in inter-agency groups and contribute to joint workplan implementation.
Lead the UNCT-SWAP Gender Scorecard Annual Progress Assessment and implement its Action Plan.
Organize training and retreats for gender focal points to enhance coordination mechanisms.
Develop and monitor budgets related to UN system coordination activities. 1
Provide technical inputs for the UNSDCF for China and support its gender-mainstreamed implementation. 1
Serve as the Youth Focal Point, engaging in youth-related initiatives and advocacy efforts. 1
Deliver monthly summaries of tasks related to UN coordination, advocacy, and research support.
Required Qualifications: The position requires a Bachelor’s degree or equivalent in social science, international relations, development studies, or a related field. Candidates should have a minimum of one year of demonstrated understanding of gender and development issues, as well as experience in research and analysis, including drafting documents. A working knowledge of the UN system, particularly UN Women’s mandate, is highly regarded, and experience in inter-agency coordination within the UN system is considered an asset.
Educational Background: Candidates must possess a Bachelor’s degree or equivalent in a relevant field such as social science, international relations, or development studies. This educational background is essential for understanding the complexities of gender issues and the operational frameworks of the UN system.
Experience: The position requires at least one year of relevant experience, particularly in understanding gender and development issues. Candidates should have experience in research and analysis, as well as drafting documents that contribute to advocacy and program development. Languages: Fluency in English and Chinese is required for this position. Proficiency in both languages is essential for effective communication and collaboration within the UN system and with various stakeholders in China. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: This consultancy is office-based, and the consultant is expected to travel as necessary, in accordance with UN Women’s travel policy. The position may involve working on multiple projects simultaneously, requiring the ability to maintain high-quality outputs under pressure. The consultant will be compensated according to UN Women’s policies, and payments will be made upon certification of satisfactory performance of deliverables.
