Job Overview:
The Consultant position at UN Women involves supporting the program planning, monitoring, evaluation, and reporting for select programs within the China Country Office. The role requires providing strategic guidance and technical support to ensure high-quality results monitoring and reporting in compliance with corporate standards. The Consultant will work closely with various teams and regional offices to enhance the capacity of the Country Office in monitoring and reporting processes, ensuring that gender-responsive practices are integrated into all aspects of program planning and execution. This position is crucial for strengthening UN Women's ability to communicate impact stories and aggregate results across different regions, thereby contributing to the organization's mission of promoting gender equality and women's empowerment.

Duties and Responsibilities:
The Consultant will be responsible for a range of duties including: providing guidance and technical support to ensure timely and high-quality results monitoring and reporting; ensuring compliance with corporate policies and procedures; supporting the Country Office in the preparation of annual reports and monitoring plans; leading the strategic planning and evaluation processes under the UN Sustainable Development Cooperation Framework; coordinating with various divisions and units at HQ; and providing training and capacity development support in Results-Based Management. The Consultant will also be involved in the formulation of project concept notes, developing monitoring and evaluation frameworks, and ensuring the quality of data collection and analysis for setting milestones and targets.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in development-related disciplines, social sciences, statistics, political science, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification is considered an advantage. Candidates should have at least 5 years of progressively responsible experience in development cooperation, international relations, or public administration, with a focus on Results-Based Management and monitoring and reporting at various levels.

Educational Background:
The educational requirement for this position includes a Master's degree or equivalent in relevant fields such as development studies, social sciences, or gender studies. A first-level university degree may be accepted with additional qualifying experience. The role may also benefit from candidates who have project management certifications, enhancing their qualifications for the position.

Experience:
The position requires a minimum of 5 years of relevant experience in development cooperation, with a strong emphasis on Results-Based Management and monitoring and reporting. Candidates should have experience in managing results monitoring work at various levels, preparing results reports using both quantitative and qualitative data, and providing guidance to personnel and partners in monitoring and reporting processes. Experience in conducting training in RBM is desirable, as is familiarity with inter-agency joint monitoring and reporting work.

Languages:
Fluency in English is mandatory for this position. Proficiency in another UN official language such as French, Arabic, Chinese, Russian, or Spanish is desirable, as it would enhance communication and collaboration within the UN system and with various stakeholders.

This consultancy is home-based, and the Consultant may be supported by a fellow or UNV depending on HR planning and resource availability.
