Job Overview: The Partnerships and South-South Cooperation Specialist plays a crucial role in the China Country Office (CO) of UNFPA, reporting directly to the UNFPA Representative. This position is pivotal in strengthening South-South cooperation, resource mobilization, and strategic partnerships with various stakeholders, including government entities, the private sector, and foundations. The specialist is responsible for coordinating the development and implementation of the CO’s resource mobilization strategy, facilitating the creation of partnership and funding proposals, and contributing to advocacy efforts aimed at enhancing the visibility and strategic engagement of UNFPA's initiatives. The role is designed to support the advancement of the ICPD agenda and ensure that UNFPA's programs are well-funded and effectively implemented.
Duties and Responsibilities: The Partnerships and South-South Cooperation Specialist will be responsible for several key functions:
Strategic Advisory & Political Engagement: Advising the UNFPA Representative on opportunities to initiate and strengthen South-South cooperation and resource mobilization partnerships with the Government of China (GoC) and the private sector. This includes conducting operational environment analyses, foresight, and strategic networking.
Resource Mobilization Strategy: Designing and implementing the CO's resource mobilization strategy, focusing on domestic resource mobilization and diversifying funding sources. This involves coordinating the preparation of high-quality funding proposals and ensuring that UNFPA's comparative advantages are clearly articulated.
Partnership Development & Management: Identifying, cultivating, and managing strategic partnerships with government, private sector, and foundations, including negotiating and overseeing partnership agreements.
Advocacy, Communications & Visibility: Contributing to advocacy and partnership development efforts by preparing relevant strategies and documentation, including project summaries, pitch decks, and participation in public information events.
Required Qualifications: Candidates must possess an advanced university degree in fields such as Public Relations, International Relations, Communications, Marketing, Business Management, public health, population studies, or related disciplines. Additionally, candidates should have a strong understanding of reproductive health and population dynamics, particularly in the context of partnerships and resource mobilization. Experience in working with government entities, donor agencies, or relevant organizations on reproductive health and population development activities is essential. Familiarity with philanthropy and high-net-worth individuals is considered an asset. Candidates should also demonstrate strong public speaking and presentation skills, as well as proficiency in using online presentation tools and applications.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as Public Relations, International Relations, Communications, Marketing, Business Management, public health, population studies, or related areas. This educational foundation is critical for understanding the complexities of partnerships and resource mobilization in the context of UNFPA's mission and objectives.
Experience: The position requires a minimum of five years of professional experience in the field of reproductive health and population dynamics, with a specific focus on partnerships and resource mobilization. Candidates should have experience working with government entities, donor agencies, or other relevant organizations, particularly in reproductive health and population development activities. Experience in engaging with philanthropy and high-net-worth individuals is advantageous, as is a demonstrated capacity for delivering public presentations and public speaking.
Languages: Fluency in Chinese is mandatory for this position, as it is essential for effective communication and engagement with local stakeholders. Additionally, a working knowledge of English is required to facilitate collaboration with international teams and partners.
