Job Overview:
The Programme Support Consultant will play a crucial role in providing operational support and guidance to ensure compliance, effectiveness, transparency, and integrity within the Women’s Civil Society Organization (WCSO) Programme. Reporting to the WCSO Programme Manager, the consultant will collaborate closely with operations, programme, and sub-office teams to facilitate daily operational functions. The consultant's responsibilities will include overseeing the annual budget, tracking expenditures, and ensuring proper financial controls are in place. The consultant will also be responsible for implementing and overseeing project creation, budget setup, and mapping activities, as well as providing substantive inputs to the management of financial resources. This position requires a proactive approach to problem-solving and the ability to communicate effectively with stakeholders.

Duties and Responsibilities:
  • Coordinate operational support for the overall WCSO Programme, ensuring effective oversight of the annual budget, tracking expenditures, and reconciling budget lines with actual expenditures.
  • Implement and oversee project/award creation, budget setup, and mapping between Quantum and RMS activities.
  • Generate report data in Quantum and implement necessary revisions with ACO Finance support.
  • Provide substantive inputs to the management of programme financial resources while exercising proper financial controls.
  • Assist in the preparation of internal and external audits as needed.
  • Support the processing and tracking of WCSO partners' installments in compliance with UN Women Financial Rules and Regulations, ensuring timely disbursement of funds.
  • Participate in the financial verification of final reports of WCSO partners and assist in closing grants, including reconciliation of expenditures and final balances.
  • Train and mentor staff on financial management and operational support regarding partner management.
  • Provide any other support as requested by the supervisor.

Required Qualifications:
  • A Master’s degree or equivalent in Business Administration or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted.
  • At least 2 years of work experience in operations is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) is required.
  • Experience in web-based management systems or enterprise resource planning (ERP) systems similar to Quantum is required.
  • Work experience in the UN system is desirable.

Educational Background:
Candidates must possess a Master’s degree or an equivalent qualification in Business Administration or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted.

Experience:
The position requires at least 2 years of relevant work experience in operations. Candidates should have experience with office software packages and familiarity with web-based management systems or ERP systems, particularly Quantum.

Languages:
Fluency in English is required for this position. A working knowledge of another official UN language is considered an asset.

  • The consultant will provide remote support to the WCSO Programme Unit as outlined in the Scope of Work. There may be a requirement for the consultant to travel to UN Women Afghanistan or other locations for official trainings or missions, with travel authorization and arrangements managed by UN Women Afghanistan Country Office in compliance with The Duty Travel Policy.
