Job Overview:
The Area HAS Manager plays a crucial role in implementing security" style="border-bottom: 1px dotted #007bff !important;">security procedures and defining a security strategy for staff in Eastern Sudan. This position is vital for developing the security aspects of Humanity & Inclusion's strategy to access vulnerable populations in the intervention area. The Area HAS Manager will report to the Area Manager and is expected to recruit and train a local HAS Officer based on funding opportunities. The role requires exemplary management skills, embodying the values of Humanity & Inclusion, and translating strategic objectives into operational goals for the team. The manager will foster innovation, encourage risk-taking, and ensure compliance with institutional policies while developing the team members' skills and commitment to the organization's mission.

Duties and Responsibilities:
The Area HAS Manager has several key responsibilities, including:
  • Management: Acting as an exemplary manager who embodies the organization's values, clarifying the strategy, and translating it into operational objectives. Organizing the operational management of the team, overseeing performance, and facilitating problem-solving. Contributing to the development of team members and ensuring compliance with the code of conduct and institutional policies.
  • Standards and Expertise: Developing, updating, and implementing the security system in the area, including procedures and tools. Implementing the safety and security policy and operational guidelines issued by headquarters. Creating a learning system based on experiences and lessons learned in the country.
  • Operational Implementation: Monitoring and analyzing the local, national, and regional humanitarian context, identifying obstacles to access, and suggesting necessary adjustments to operating procedures. Producing security analyses and recommendations, planning operations, and providing advice on evolving security risks. Conducting regular field visits for security assessments and managing incidents or crises.
  • Capacity Building: Assessing training needs for staff and supporting the implementation of a HAS training plan, including internal and external training courses. Developing a safety culture within teams and providing security briefings for new starters.

Required Qualifications:
Candidates must possess at least 3 years of experience managing security in highly volatile and remote environments, preferably with experience in the Sahel region. Strong communication and negotiation skills are essential, along with the ability to produce clear and timely reports. Candidates should demonstrate emotional resilience to work under unstable security situations and a willingness to travel to sensitive and remote areas within Eastern Sudan.

Educational Background:
While specific educational qualifications are not explicitly stated, a background in security management, humanitarian studies, or a related field would be beneficial for this position. Relevant certifications in security management or humanitarian access would also be advantageous.

Experience:
The position requires a minimum of 3 years of experience in security management, particularly in challenging and volatile environments. Additional Notes:
The contract duration is for 3 months, starting from March 2026, contingent upon funding availability. The position is classified as unaccompanied, and housing will be collectively provided by Humanity & Inclusion. The international contract includes various benefits such as social coverage, unemployment insurance for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, and repatriation insurance. The salary starts at €2813 gross per month, with additional per diem and hardship allowances. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period according to the mission level.
