Job Overview:
The Data Management Officer (Displacement Tracking Matrix (DTM)) will play a crucial role in supporting the IOM's Displacement Tracking Matrix, which has been the organization's main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 200
  • The DTM has been systematically deployed in medium to large-scale humanitarian response operations, including all Level 3 emergencies, and has been active in over 60 countries, tracking over 14.5 million displaced persons worldwide. The officer will work under the supervision of the Global DTM Global Coordinator and the DTM Information Management Officer, assisting with the development, training, and rollout of data management activities. This position requires collaboration with the Global DTM team and Regional and Country Offices to support the setup, implementation, and maintenance of DTM data ingestion pathways. The successful candidate will also provide technical support for data collection, tabulation, and management activities, ensuring data quality control mechanisms are applied globally. The role involves generating reports, providing training, and assisting in the development of data collection tools and procedures.

Duties and Responsibilities:
The Data Management Officer will be responsible for a variety of tasks, including but not limited to: assisting with the development and rollout of data management activities related to DTM; providing technical support to the DTM global support team and field operations; applying data quality control mechanisms for DTM operations; assisting in the development and implementation of Kobo forms for data collection; generating tabulations for technical reports and information products; attending global Information Management Working Group meetings; providing data management training to DTM staff; and performing other duties as assigned. The officer will also be involved in researching and providing inputs for the development of standard operating procedures for data collection and management.

Required Qualifications:
Candidates must possess a Master’s degree in Computer Science, Demographics, or an Information Management related discipline, or alternatively, a University degree in the above fields with two years of relevant professional experience. Additionally, candidates should have experience in financial management, internal control, or compliance functions at the international level, with field experience being an advantage. Familiarity with corporate IT systems and analytical tools, including Oracle Fusion modules, FDI, OTBI, and Power BI for data analysis and reporting, is also beneficial. Knowledge of IOM or UN financial regulations and procedures is essential, along with strong coordination, communication, and interpersonal skills.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Computer Science, Demographics, or Information Management. Alternatively, a University degree in these fields combined with two years of relevant professional experience is acceptable. Candidates must have graduated from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have experience in financial management, internal control, or compliance functions at the international level. Field experience, particularly in coordination and cooperation with international institutions and oversight bodies, is considered an advantage. Experience with corporate IT systems and analytical tools, including Oracle Fusion modules, FDI, OTBI, and Power BI for data analysis and reporting, is also beneficial for this role.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. IOM's official languages are English, French, and Spanish, and all staff members are required to be fluent in one of these languages. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is classified as a Special Short Term Graded contract, with an initial duration of nine months and the possibility of extension. The recruitment process is expedited and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to the structural adjustment process.
