The consultant will work under the general supervision of the UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia, contributing to the preparation of essential system documentation that includes business and analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis, as well as defining technical and functional requirements for new system components. The role is vital for enhancing customs automation and Single Window systems, which are critical for trade facilitation and efficiency in customs operations.
Duties and Responsibilities: The incumbent will be responsible for the following duties:
Preparation of Phase 1 system documentation, which includes conducting comprehensive business and technical analyses.
Development of technical and functional requirements for new system components to ensure they meet the necessary standards.
Description of processes that guarantee the functionality of the system, ensuring that all components work seamlessly together.
Collaborating with stakeholders to gather requirements and feedback to refine system documentation.
Providing expert advice on best practices in customs automation and Single Window systems methodology.
Engaging in discussions with the UNCTAD team to align project goals with organizational objectives.
Required Qualifications: Candidates must possess a first university degree, specifically a Bachelor’s degree, in project management, technical science, information technology, computer science, engineering, mathematics, or a related field. Additionally, candidates should have at least 7 years of experience in ICT project management, which includes a proven track record in the design, development, testing, and piloting of complex ICT applications. Experience dealing with customs automation and Single Window systems methodology and documentation is essential. Working experience in an international organization is highly desirable, particularly in the context of transition economies.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as project management, technical science, information technology, computer science, engineering, or mathematics. This foundational education is critical for understanding the complexities of ICT project management and the specific requirements of customs automation systems.
Experience: The position requires a minimum of 7 years of relevant experience in ICT project management. This experience should encompass the design, development, testing, and piloting of complex ICT applications, particularly those related to customs automation and Single Window systems. Candidates with experience in international organizations and those who have worked in transition economies will be given preference, as this background is beneficial for understanding the unique challenges faced in these regions.
Languages: Fluency in Romanian, both oral and written, is mandatory for this position. Additionally, knowledge of English is desirable, as it may facilitate communication with international stakeholders and enhance collaboration within the UNCTAD team.
